Assistance in the development of the state civil protection system and the creation of a safe environment in communities is one of the key tasks of the SNS
The State Emergency Service of Ukraine remains a reliable partner in creating a safe environment in territorial communities and will contribute to the implementation of infrastructure projects such as Citizen Security Centers. This was noted by the Head of the State Emergency Service Nikolai Chechotkin during a working meeting with the participation of First Deputy Minister of Internal Affairs Yevhenii Yenin, people's deputies and heads of AHs of Rivne region on expanding the network of local fire brigades in the region.
Nikolai Chechotkin said that in rural areas more than 40 thousand fires are recorded every year, in which up to 1 thousand people die, and this is more than 50 percent of all deaths in fires in the state as a whole. Such a difficult situation is primarily due to the lack of an extensive network of local fire protection in the villages.
“The experience of European countries shows that the speed of arrival and timely assistance to victims of fires is achieved by the presence of state and local fire teams. At the same time, in developed countries of the world, the number of units of local fire protection is much larger than state ones. As an example, in Germany, the number of local fire brigades reaches 87%. I am convinced that we in Ukraine should have such a European model,” the Head of the State Emergency Service said.
Thus, together with the MinRegion and local authorities, the State Emergency Service of Ukraine, calculations were made on the need to form such units and determined the need for their number to provide the most urgent assistance to citizens.
The head of the State Emergency Service noted that local self-government should focus on the development of local and voluntary fire protection as the primary link in responding to fires and emergencies and positively noted the implementation of such work in Rivne region, where 73 local units already operate in rural areas fire protection, which accounts for 77% of the need.
At the same time, one of the most important initiations was the introduction in territorial communities of a new form of comprehensive assistance to the population in the security sphere. It is about the creation of Safety Centers, as infrastructural facilities of communities, combining services vital for people: fire and rescue, medical and law enforcement. Currently, 36 Security Centers operate on the territory of Ukraine and they, according to the leadership of the State Emergency Service and the Ministry of Internal Affairs, are not only means of protecting the population, but have also become centers for the formation of a high level of security culture of citizens.
