The structure of the Ministry of Internal Affairs should remain intact to effectively guarantee the security of the state, emphasizes the Minister of Internal Affairs of Ukraine Denis Monastyrsky in an exclusive interview with Interfax-Ukraine agency.

“I am not a supporter of radical divisions - the National Guard, the Border Troops, this is the wrong approach in principle, given that the system that has developed works,” the interior minister said.

According to him, the seven-year experience of cooperation of all structures that are part of the Ministry of Internal Affairs has proven its effectiveness.

“Approximately 40% of the police and 60% of the National Guard are involved in ensuring public safety at mass events, and their coordination with each other depends on how much the right to peaceful protest will be ensured. If there is a failure, there will be a conflict, so you need to constantly communicate. In Kyiv, where the most mass events take place, all forces are personally coordinated by the Kiev police chief. On the ground - responsible, and this is all - one link. And if there are two decision-making centers, then the collapse is obvious,” Denis Monastyrsky explained.

At the same time, he added that discussions about the separation and re-subordination of the structures that make up the Ministry of Internal Affairs are not new.

“Supporters of separation, international partners say that it would be logical to separate these units. But if we are talking about a holistic nature, about the ability to provide security, then the structure of the Ministry of Internal Affairs should consist of these parts: the National Police, border guards, the National Guard, the State Emergency Service and the migration service,” the minister emphasized.

He concluded: “The five structures of the Ministry of Internal Affairs are the fist that can ensure the security of the state.”
