Yesterday, December 21, the Minister of Internal Affairs of Ukraine Denis Monastyrsky held a meeting with the head of the EU Advisory Mission to Ukraine Antti Hartikainen on the reform of the civil security sector.
The Parties discussed the achievements and results of the implementation of the joint projects, as well as the prospective areas of cooperation, taking into account the updated and expanded mandate of the Mission, which entered into force in June this year.
The Minister thanked the Consultative Mission of the European Union for its consistent and professional assistance in supporting the reforms of the Ministry of Internal Affairs system, which “will allow us to adapt the system to new challenges, as well as to bring it closer to EU standards” and noted that during the operation of the mission, the Ministry had undergone drastic changes as in the system. coordination of the interaction of the organs of the system, as well as in personnel management and training of personnel.
Among the priorities of the Ministry of Internal Affairs in the context of the development of cooperation with the mission, Denis Monastyrsky especially noted the importance of further deployment of the “Community Police Officer” project, the fight against domestic violence, the project “Safe Childhood”, the strengthening of road safety, and assured of the continuation of the implementation implementation of the program of ensuring the interaction of the police with the community.
For his part, the Chairman of the European Economic and Social Security Council (CMEC) showed readiness to continue cooperation in the field of public order and, in particular, stressed the need to align the concept with the tasks and functions of the National Police and the National Guard of Ukraine.
In addition, the EU Advisory Mission presented an initiative on establishing a security dialogue with communities, which consists in establishing a police dialogue with the community in order to study the problems and needs of a particular region. The parties agreed on the development of cooperation in this direction, since such an initiative is consistent with the concept of Community policing and the main objectives of the Community Police Officer project.
The parties also discussed the issue of strengthening security at the border and the results of the activities of the regional mission representation in Mariupol.
At the end of the meeting, the Minister proposed to intensify cooperation as much as possible in order to implement the initiatives of the “PRAVO” project, taking into account the completion of its implementation period next year.
The cooperation of the Ministry of Internal Affairs with the EU Advisory Mission takes place since its creation in 2014 and is regulated by the Agreement between Ukraine and the European Union on the status of the Consultative Mission of the European Union on the reform of the civil security sector of Ukraine. The mission provides advice in the framework of the reform of the civilian security sector, focusing on the effectiveness of law enforcement management under democratic and legal control.
