Denis Monastyrskiy held a meeting with the head of the European Union Advisory Mission

Yesterday, on December 21, Minister of Internal Affairs of Ukraine Denys Monastyrskiy held a meeting with the head of the EU Advisory Mission to Ukraine Antti Hartikainen on civilian security sector reform.

The parties discussed achievements and results of joint projects, as well as promising areas of cooperation, taking into account the updated and expanded mandate of the Mission, which came into force in June of this year.

The Minister expressed gratitude to the EU Advisory Mission for its consistent and professional assistance in supporting reforms of the MIA system, which "will allow us to adapt the system to new challenges, as well as bring it closer to EU standards," and noted that during the Mission's tenure, the Ministry has seen dramatic changes both in the coordination of cooperation between both system units, and in personnel management and training.

Among the priorities of the Ministry of Internal Affairs in the context of the development of cooperation with the mission Denys Monastyrskiy emphasized the importance of further deployment of the "Territorial Community Police Officer" project, combating domestic violence, the "Safe Childhood" project, enhancing road safety, and assured the continued implementation of the Police and the Communities cooperation program.

For his part, the Head of the EU Advisory Mission testified to the readiness to continue cooperation in the field of public order and, in particular, emphasized the need to harmonize the concept with the tasks and functions of the National Police and National Guard of Ukraine.

In addition, the EU Advisory Mission was presented with the Community Security Dialogue initiative, which consists of establishing a dialogue between the police and the community in order to examine the problems and needs of the individual region. The parties agreed to develop cooperation in this direction, as such an initiative is in line with the concept of community policing and the main objectives of the “Territorial Community Police officer” project.

The parties discussed issues of strengthening security on the border and the results of the activities the regional Mission office in Mariupol.

At the end of the meeting, the Minister offered to maximize cooperation in order to implement the initiatives of the "PRAVO" project, considering the end of its implementation period in the next next year.

MIA's cooperation with the EU Advisory Mission has been ongoing since its establishment in 2014 and is regulated by the Agreement between Ukraine and the European Union on the Status of the EU Advisory Mission on Civilian Security Sector Reform in Ukraine. The Mission advises within the framework of Civilian Security Sector Reform, focusing on effective law enforcement management under democratic and legitimate control.
