Fight against corruption: in 2021, the investigators of the National Police sent more than 2.4 thousand criminal proceedings to the court
Most of all, the facts of appropriation, squandering of property or possession of it by abuse of official position have been identified. In criminal proceedings, in which the pre-trial investigation is over, the amount of damages is more than 2.1 billion UAH.
During the year, the investigative units conducted more than 4 thousand criminal proceedings containing signs of corruption. In particular, according to the Unified Register of Pretrial Investigations, investigators of the National Police of Ukraine completed pre-trial investigations in 2,502 criminal proceedings (in 2020 - 2,064). In total, 2,476 criminal proceedings have already been sent to the court with indictments, of which 2447 are serious and particularly serious. 170 offenses were committed as part of organized groups and criminal organizations.
Among those referred to the court, the largest number of criminal offenses were exposed: in the budgetary system (679), the sphere of land relations (126), health care (96), transport (87), the financial and credit system (57), education (54), the agro-industrial complex (29), the fuel and energy complex (26), the banking system (21).
In addition, according to the criminal law qualification, most criminal corruption offenses are directed to the court on the facts of appropriation, embezzlement of property or possession of it by abuse of official position.
In particular, in September 2021, the investigators of the Kyiv police under the operational support of the Ukrainian SSR in the city of the NPU sent to the court an indictment against a group of officials of the Department of Social Policy of the Kyiv City Council, who as part of the organized group squandered state funds in the amount of more than UAH 13.5 million. The defendants purchased medical products and personal care products at inflated prices. At the same time, the price increase amounted to 106%. 214 indictments for
abuse of power or official position were also sent to the court.
As an example: the investigators of the Main Investigation Department of the National Police completed a pre-trial investigation against the president of the National Academy of Agrarian Sciences on two facts of obtaining illegal benefits.
In criminal proceedings, in which the pre-trial investigation is over, the amount of material damage amounts to more than 2.1 billion hryvnias.
In addition, in 2021, the investigators of the National Police transferred over 280 objects, more than UAH 17.8 million, about one million US dollars and 105 thousand euros to the Agency for Investigation and Asset Management (ARMA).
“Corruption is a serious challenge that needs an appropriate response. Effective counteraction allows us to respond to them in a timely and effective manner side by side with our partners,” said Deputy Head of the National Police of Ukraine — Head of the Main Investigation Department Maxim Tsutkiridze during a speech at the VI International Scientific and Practical Conference “Implementation of State Anti-Corruption Policy in the International Measurements.”
According to him, almost 11,200 protocols have been drawn up this year, 2,000 more than in previous years. Almost 80% of these protocols are fixed by court decisions.
