“Security in the area of the joint operation depends on the proper interaction of all services and units”, - Oleksandr Fatsevich
This was reported by the Deputy Head of the National Police during the working meeting of the Committee of the Verkhovna Rada of Ukraine on Law Enforcement Activities, which took place today, September 15, in Mariupol, Donetsk region. In particular, the participants of the event discussed problematic issues in the sphere of ensuring national security and vital interests of society during the repulse of armed aggression, as well as proposals for their legislative settlement.
Within the framework of the visit to Donetsk region, the Verkhovna Rada Committee held a working meeting with the leadership of the National Police, the Regional State Administration, the Mariupol City Council, representatives of the prosecutor's offices, the Security Service of Ukraine, the State Border Service of Ukraine, the National Guard of Ukraine, the Rector of Donetsk State University of Internal Affairs. The visit of people's deputies to Mariupol is organized by the EU Consultative Mission.
First Deputy Chairman of the Verkhovna Rada of Ukraine Committee on Law Enforcement Activities Andriy Osadchuk stressed the importance of holding the meeting in Mariupol.
“Today the heart of Ukraine beats in Mariupol, here the fate of the country is decided, so the success of Mariupol and Donetsk region is the success of the whole state. The Ukrainian people survived the war, but we would not have resisted if we had no allies. For seven and a half years, Ukraine has received and is receiving tremendous assistance from the European Union, the United States, Canada and other allies. We must develop as much as possible the tools that the allies give us, and develop programs for the joint and efficient use of these resources,” Andriy Osadchuk said.
As noted by the Deputy Head of the National Police Oleksandr Facevych, effective implementation of tasks in the conditions of the operation of the Joint Forces is possible in the case of coordinated interaction of military and law enforcement units and proper material and technical equipment.
“Regarding technical solutions: today the Main Directorate of Police of Donetsk region will present an intelligent video surveillance system, which was created with the help of local administrations, police and international partners. This will make it possible to strengthen control over the order and respond promptly to a change in the operational environment. However, today there are certain gaps in the legislation, in particular regarding the definition of powers during the PLO. These issues need to be solved, so the military and law enforcement agencies need state support,” Oleksandr Fatsevich stressed.
Artem Kysko, Acting Head of the GUNP in Donetsk Oblast, reported on the state of law and order in Donetsk region and problematic issues in police activities that require legislative settlement.
Artem Kisko reported that the number of citizens' appeals for help to the police every year increases by an average of 4.2%, which indicates the established interaction with the public and the trust of the population in the police.
According to the results of a nationwide poll, 44.1% of respondents in Donetsk region noted that they “fully and quickly trust the police”. Also, Donetsk region is classified as one of the regions in which the police received the highest ratings of the effectiveness of their work - 56.3%, which is the fourth place in the rating in Ukraine.
“Over the past three years, the number of criminal offenses has decreased by 13% and the number of registered serious and especially serious crimes by 7%, which is the result of a complex of preventive measures and the implementation of security programs and projects. This year, the crime rate in the region is one of the lowest in the state and amounts to 33 crimes per 10,000 population,” said Artem Kysko.
In their work, the police focus on the needs of the communities involved in creating a safe environment.
“With the police of Donetsk region, local governments, we are working on the project “Community Police Officer” so that people feel completely safe. In addition, 14 citizen security centers have been established in Donetsk region, two more will be opened this month. At a high level, there is also interaction in the areas along the contact line: residents appeal directly to the self-government bodies and to the police, and receive help,” said Deputy Chairman of Donetsk Regional State Administration Vadim Filashkin.
According to the deputy mayor of Mariupol Arkady Meshkov, the introduction of intelligent video surveillance has increased the level of security in the city: street crime and skilled thefts have decreased.
“Mariupol gives a clear signal to the temporarily occupied territory: that it is safe here, that in Ukraine they are fighting for the rights and freedoms of citizens,” said Arkady Meshkov.
During the meeting, law enforcers presented proposals for amendments to legislative acts, which will be transferred to the specialized committee of the Verkhovna Rada for further consideration and implementation.
