The Ministry of Internal Affairs has trained specialists who will be able to form budget programs with gender-sensitive indicators

Today, August 5, Deputy Minister of Internal Affairs Kateryna Pavlichenko and Head of the Project “Gender Budgeting in Ukraine”, acting on behalf of the “NIRAS” SwedenAВ consortium, Oksana Kyselova, presented certificates of completion of the training course “Gender-oriented subject progress in the budget process” to all participants.

“This is the first step in implementing a gender-oriented approach to budget programming. I am confident that the results of our joint activities will become a solid foundation for building the capacities of the Ministry of Internal Affairs and subordinate CEAs in the direction of gender equality. From now on, your responsible mission is to implement the acquired knowledge and skills into practical activities,” said Kateryna Pavlichenko during the presentation of the certificates.

An important result of the cooperation was the gender analysis of 12 budget programs. As a result of this analysis, the items that need to be changed are identified. Based on this, recommendations for requests of budget programs of the apparatus and bodies of the Ministry of Internal Affairs system have been developed in order to eliminate the gender imbalance in the distribution of funds, which will be taken into account during the formation of passports of budget programs.

“I want to thank the Ministry of Internal Affairs of Ukraine for its openness to new tools, new ways and new challenges. It is very good that the Ministry of Internal Affairs supports this progressive direction in our society,” Oksana Kyselova noted.

“Implementing a policy of equal rights and opportunities for women and men is not only a matter of time, but also an urgent need for our community. And we have already reached the point that all the necessary policies and practices are actively implemented in our department,” said Dmytro Gladchuk, Head of Human Rights Monitoring Department of the Ministry of Internal Affairs of Ukraine.

In total, experts of the GOB project conducted 10 lectures and 6 practical classes on the application of gender-oriented approach to the specialists of the structural units of the Ministry of Internal Affairs, as a result of which 58 representatives of the bodies of the Ministry of Internal Affairs system acquired skills and skills in the field of inclusion of the gender aspect in the passports of the Ministry of Internal Affairs jet programs.

We are grateful to the “NIRAS” SwedenAB consortium (project “Gender Budgeting in Ukraine”) for their assistance in developing a gender-oriented approach to the budgeting process. After all, it is a powerful technology that contributes to the implementation of gender equality policy in all spheres, as well as efficiency and transparency in spending budget funds.

On February 13, Deputy Minister of Internal Affairs Kateryna Pavlichenko and Head of the “Gender Budgeting in Ukraine” project, acting on behalf of the “NIRAS” SwedenaВ consortium, Oksana Kyselova, signed a Memorandum of Cooperation.
