Arsen Avakov: creation of the «people's militia» in LNR/DNR, which will be beyond the control of the Ministry of Internal Affairs of Ukraine, is illegal
The Minister of Internal Affairs of Ukraine Arsen Avakov undescored the unconstitutionality of the possible establishment of so-called "people's militia" in those parts of Lugansk and Donetsk regions of Ukraine, which are now controlled by "LNR" and "DNR".
"The Minsk Agreements spell out some projects like "people's militia" which is not subordinate to the Ministry of Internal Affairs of Ukraine. I do not accept this proposal and will never accept. And nobody will make me do it"- said the head of MIA on June 9 in an exclusive interview to news agency "Interfax-Ukraine".
The Minister stressed that the creation of a "people's militia" directly contravenes the Constitution of Ukraine and Ukrainian legislation.
"The police should be Ukrainian, according to Ukrainian law, and according to a single standard. There will not be any special police which answers to nobody. At least, that is my position. Maybe Parliament will decide in a different way, but in this case I shall resign" - stated Arsen Avakov.
He added: "I as a minister will only do things what corresponds to my conscience and my powers".
The head of MIA positively assessed the idea of deployment of the international police mission in Donbass. As he emphasized, it will be, however, possible only when Ukrainian control over state border between Ukraine and Russia in the Donbass region is re-established and there is no Russian troops on Ukrainian territory.
"Then we can launch a police mission, certainly international, and it will try to arbitrate, to prevent armed clashes. Let us hope that it will be possible in this difficult situation"- said the Minister.
Arsen Avakov has expressed the opinion that "this police mission should total about five thousand people, but the question is whether it is real".
