Arsen Avakov: Today, the National Police of Ukraine switches to the new line of hybrid cars – we are continuing our reform step by step! (PHOTOS)

The Minister of Internal Affairs on July 9 announced the launch of a program to replace the outdated car fleet of the National Police of Ukraine (NPU).  Under the United Nations Framework Convention on Climate Change and in agreement with the Government of Japan the NPU will receive 651 modern hybrid cars of the Mitsubishi Outlander model to replace the long obsolete VAZ and UAZ cars.

On July 7 the Interagency Working Group of the Ministry of Internal Affairs and the Ministry of Ecology and Natural Resources approved a project to replace the current police car fleet with the hybrid-engine crossovers Mitsubishi Outlander PHEV (Plug-in Hybrid Electric). 

This project was approved by the decision of the Cabinet of Ministers №15 on 27.05.2016 and was developed in collaboration with the government and commercial entities of Japan under the UN Framework Convention on Climate Change (as formulated by the Kyoto Protocol).  The Ukrainian police will receive 651 Mitsubishi modern cars, which will replace the outdated and worn-out VAZ and UAZ cars.

 

The crossover Mitsubishi Outlander PHEV, a hybrid vehicle of the new generation, combines a gasoline engine and two electric motors (using the modern electric car technology i-MiEV) with a 4 wheel drive and the ability to run only on its electric drive.  Outwardly indistinguishable from its non-electric prototype, a hybrid car has unique technical characteristics:

•    A maximum cruising range of  897 km;
•    A cruising range of 52km while running only on electric drive at a speed up to 120 km/h 
•    A fuel consumption of 1.9 liters per 100 kilometers;
•    CO2 emission figures of 44 g/km;
•    A maximum speed of 170 km/h.

Full battery charging from electric mains with a voltage of 220 V and amperage of 10 amps will take only 4 hours.  Fast charging to achieve the 80% level of charge will take 30 minutes, according to the CHAdeMO standard.  In addition, the car is equipped with systems for charging while driving in sequential and parallel hybrid modes, charging via regenerative braking and autonomous recharging using gasoline engine in the absence of power supply.
A system allowing automatic selection of drive modes is also provided in the car, which, depending on the road conditions, switches to the following modes: using the electric drive only, driving in hybrid sequential drive or in parallel hybrid drive.  

It is the first production electric car with permanent four-wheel drive, developed by the largest car manufacturer starting from scratch.  The unique technologies, which were used in the design, were called a true engineering feat by experts!

The Mitsubishi Outlander PHEV vehicle is also characterized by a high level of comfort and smooth ride; in the electric mode the engine runs noiselessly. 

The head of MIA marked that as a result of the replacement of the old NPU cars with new hybrid cars cost savings for fuel, oil and lubricants only would amount to UAH 333,9 million per year and greenhouse gas emissions would be reduced by almost 6 times.
