Arsen Avakov: Police arrival on call: up to 20 minutes in rural areas and 7 minutes - in district centers! (PHOTOS, VIDEO)

On February 3, 2016, the Minister of Internal Affairs announced the start of work of 83 rapid response teams in 11 territorial divisions of the Kiev regional police.  The launching ceremony of the program of police rapid response teams in the town of Belaya Tzerkov (Kiev region) was attended by the Prime Minister of Ukraine Arseniy Yatsenyuk, Minister of Internal Affairs Arsen Avakov, EU Ambassador to Ukraine Jan Tombinski, the newly appointed Head of the EU Advisory Mission Kyastusis Lanchinskas and Head of the National Police of Ukraine Khatia Dekanoidze.

"We are launching the new police rapid response teams in the Kiev region.  Arrival time on call in rural areas - up to 20 minutes, in district centers - 7 minutes "- said the head of MIA.

The Prime Minister stressed that in the past year while starting the real reform of its law enforcement system Ukraine has begun to get rid of the Soviet-time militia - not just in form but in content.  "Now we have created a new Ukrainian police, which is in line with European standards and - most importantly - with hopes and expectations of each Ukrainian family" - said Arseniy Yatsenyuk.

Arseniy Yatsenyuk thanked EU Ambassador to Ukraine Jan Tombinski for the project of assistance to the MIA of Ukraine whose aim is "for the new police to reach every small town, every village because Ukrainian citizens must feel safe throughout the country".

The participants laid flowers at the monument to the "Heroes of Heavenly Hundred" in the Belaya Tzerkov and honored by a minute of silence the memory of those killed during the events on the Maidan.

According to the press service of the National Police of Ukraine, the rapid response teams are designed for instant response to the citizens calls and reports, for urgent measures to prevent public order violations, for immediate visits to the scene of incident and for solving crimes without delays. 

Each team consists of crime prevention specialists and patrol officers, including former employees of disbanded state traffic inspection.

Main tasks of the rapid response team is to arrive promptly on the scene; to detain a malefactor; to find and question possible witnesses of the incident; to protect the scene before the arrival of the main investigative-operational group.

Police officers are provided with service firearms, vehicles and special protection and communication means.

Rapid response teams are equipped with tablet PCs, which are connected into a common information network throughout the region via the call-center of the regional Main Directorate of the National Police (GUNP).  Location of each team is determined with the help of tablet PC and is shown on the map in the GUNP call-center.  A single point of control provides for the maximal  efficiency of the patrol squads management, especially in terms of rapid response to citizens reports  about crimes and incidents.

"Today we are starting here a good business.  This is one of those steps, which we stoutly take - one after another - to  reform our police.  Service is one key concept and protection is the second key concept"- said at the ceremony Arsen Avakov.

Reference: Development of this model of police patrols began in the summer of last year on the basis of Sambor District Department of Internal Affairs in the Lvov region.  Experiment in Sambor was developed according to the so-called "cluster" system, where local militia (now - the police) "horizontally" is integrated with several other adjacent units of internal affairs and "vertically" is subjected to the regional Lvov Main Directorate of the National Police.

The results of this experiment demonstrated that increase of number of the rapid response teams on the streets has reduced the time of police arrival on call and provided for more efficient work to combat the offenses.
