UAH 5 million in losses during the purchase of food products for kindergartens in Kharkiv — police uncovered a criminal “scheme”
Officials of structural divisions of the city council and commercial structures are involved in the organization of illegal activities.
In the course of the investigation, the operatives of the Department of Strategic Investigations in Kharkiv Oblast and the investigators of the Investigative Department of the Kharkiv Police Department established that during the public procurement, officials of the structural units of the Kharkiv City Council deliberately gave advantages to the controlled firms. In the future, contracts were concluded with them for the supply of food to preschool educational institutions of the city. However, as the police found out, despite the full calculation, the products were not supplied in full and at inflated prices. In addition, its quality did not meet the characteristics specified in the tender documentation.
It was previously established that more than 5 million hryvnias were appropriated for the purchase of dairy products alone. The final amount of damages will be determined in the course of the investigation.
In order to obtain additional evidence of the involvement of persons in the theft and appropriation of funds of the local budget, law enforcement officers conducted authorized searches of the places of work and residence of the defendants. As a result, “rough” records, financial and economic documentation of contracting firms, as well as 250 thousand dollars were seized. United States and 250 thousand euros. These funds were withdrawn in bank cells opened by the defendants on fraudulent persons.
Procedural guidance in the pre-trial investigation initiated under Part 3 of Art. 191 (appropriation, embezzlement of property or seizure of property by abuse of official position) of the Criminal Code of Ukraine is carried out by the Kharkiv Regional Prosecutor's Office. Further measures are being taken to notify suspected persons involved in the “scheme”.
