4.5 million UAH of losses on the implementation of energy-efficient measures in schools and kindergartens of the city Dnipro — the police reported the suspicion of the organizer and five participants of the OZG
The funds were allocated to the state by the European Bank for Reconstruction and Development. Currently, the issue of choosing preventive measures for suspects is being decided.
As established by the operatives of the Department of Strategic Investigations in the Dnipropetrovsk region of the National Police together with law enforcement colleagues, six people are involved in the criminal scheme - managers and owners of commercial structures, in particular, a municipal enterprise.
Those involved have developed a clear action plan to allocate the funds allocated by the European Bank for Reconstruction and Development. The loan funds were intended for the introduction of energy-efficient measures in schools and preschool children's institutions of Dnipro, namely — replacement of windows, roof repair, facade insulation, replacement of heating equipment. However, as law enforcement officials found out, the work was carried out at an inflated cost, and the materials did not meet the technical standards specified in the tender documentation. As a result, more than UAH 4.5 million was appropriated. This fact is confirmed by the conclusions of a number of examinations.
On the basis of the evidence received, investigators of the SBI Tertiary Department located in the city. Poltava, the organizer and five members of the organized crime group were informed about the suspicion. They are charged with committing criminal offenses with a qualifying feature — as part of an organized criminal group: part 5 of Art. 191 (appropriation, embezzlement of property or possession of it by abuse of official position), part 3 of article 28, part 1 of article 366 (official forgery) Criminal The Code of Ukraine.
The Dnipropetrovsk Regional Prosecutor's Office, which carries out procedural guidance in criminal proceedings, has already petitioned the court for the selection of preventive measures for suspects.
