UAH 12 million in damages for the repair of “Boryspil Express” - the National Police reported on suspicion of members of a criminal group
Among the suspects are the head of the contracting organization, former and current employees of the structural units of Ukrzaliznytsia.
Investigators of the Main Investigation Department and operatives of the Department of Strategic Investigations of the National Police exposed the illegal activities of the group of persons. According to the police, three contracts for a total amount of more than UAH 70 million were concluded with the company as a result of the bidding. In accordance with them, the contractor carried out major repairs of the equipment of the rolling stock of “Boryspil Express”. Instead of new equipment, old spare parts of inadequate quality were used.
Despite this, officials signed acts of work performed, which became the basis for transferring public funds to the company. The excess funds received were distributed among all participants in the criminal scheme and legalized through the purchase of elite transport and real estate.
As a result of the illegal actions of a group of persons, only according to the fact proven so far, the amount of losses reaches UAH 12 million.
On December 24, investigators of the Main Investigation Department under the operational support of the Department of Strategic Investigations of the National Police reported the suspicion of five members of the organized crime group:
- to the director of the company - according to Part 3 of Art. 27, Part 5 of Art. 191 (appropriation, embezzlement of property or possession of it by abuse of official position committed by an organized criminal group), part 2 of Art. 366 (official forgery), part 2 of Article 209 (legalization (withdrawal) laundering) property obtained by criminal means) of the Criminal Code;
- to the former deputy director of the regional branch of JSC “Ukrzaliznytsia” - according to Part 5 of Art. 191 of the Criminal Code of Ukraine;
- to two chief engineers of structural units - according to Part 5 of Art. 191, Part 2 of Art. 366 of the Criminal Code of Ukraine;
- to the former engineer-technologist of the locomotive depot - according to Part 5 of Art. 191, Part 2 of Art. 366 of the Criminal Code of Ukraine.
In addition, law enforcement officers conducted 29 sanctioned searches in the territory of Kyiv, Lviv, Khmelnytsky regions and the city. Kyiv according to the places of residence and work of the defendants, as well as in persons who may be involved in the criminal scheme.
