Order of the Ministry of Internal Affairs of Ukraine dated December 23, 2019 No. 1084 “On Amendments to the Instruction on the Procedure for Organization of the Work of Territorial Bodies for the Provision of Service Services of the Ministry of Internal Affairs of Ukraine on State Accreditation of Institutions Training, Retraining and Upgrading of Vehicle Drivers, and Certification of Their Specialization of”, registered with the Ministry of Justice of Ukraine on January 24, 2020 under No. 79/34362 (hereinafter — order No. 1084).

3. Objectives of the adoption of the act
The main objectives of the development of the act are:
coordination and introduction of legal norms defined by the Instruction on the procedure for organizing the work of territorial bodies for the provision of service services of the Ministry of Internal Affairs of Ukraine on state accreditation of institutions that carry out training, retraining and further training of drivers of vehicles, and certification of their specialists, approved by order of the Ministry of Internal Affairs cases of Ukraine dated December 07, 2009 No. 515, registered with the Ministry of Justice of Ukraine on January 22, 2010 under No. 72/17367, in accordance with the requirements of the legislation;
transfer of the function of state accreditation of institutions that carry out training, retraining and further training of drivers of vehicles
(hereinafter referred to as institutions), from the Main Service Center of the Ministry of Internal Affairs to the regional service centers of the Ministry of Internal Affairs at the location of the institutions;
introduction of a simplified mechanism of state accreditation of institutions belonging to the sphere of administration of the Ministry of Education and Science of Ukraine;
introduction of electronic exchange of information between institutions and territorial bodies for the provision of service services of the Ministry of Internal Affairs.

9. Evaluation of the results of the implementation of the regulatory act and the degree of achievement of the specified goals
The regulatory act provides, in particular, the transfer of the accreditation functions of institutions from the Main Service Center of the Ministry of Internal Affairs to the regional service centers of the Ministry of Internal Affairs at the location of the institutions, simplification of the procedure for state accreditation of institutions and creation of more comfortable conditions for their interaction with territorial bodies for the provision of service services of the Ministry of Internal Affairs.
It will be possible to draw a conclusion about the assessment and degree of implementation of the regulatory act when comparing indicators of repeated and periodic performance tracking.
