draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Licensing Conditions for the Conduct of Economic Activities for the Production and Repair of Non-Military Firearms and Their Ammunition, Cold Weapons, Pneumatic Weapons Caliber Over 4.5 Millimeters and Bullet Flight Speed Over 100 Meters Per Second, trade in non-military firearms and their ammunition, cold weapons, pneumatic weapons of calibre over 4.5 mm and a bullet flight speed exceeding 100 meters per second; production of special equipment loaded substances of tear and irritant action, personal protection, active defense and their sale”, explanatory note and analysis of its regulatory impact.

The draft resolution was developed in order to bring the License Conditions in accordance with the Plan of Organization of Preparation of Draft Acts Necessary to Ensure the Implementation of the Law of Ukraine of March 23, 2017 No. 1982-VIII “On Amendments to Certain Legislative Acts of Ukraine Regarding the Use of Seals by Legal Entities and Individual Entrepreneurs”, approved at the meeting Order of the Cabinet of Ministers of Ukraine dated April 26, 2017 (Protocol No. 32), Order of the Cabinet of Ministers of Ukraine dated December 28, 2016 No. 1073-r “On Approval of the Plan of Implementation Measures recommendations set out in the concluding remarks provided by the UN Committee on the Rights of Persons with Disabilities to Ukraine's first report on the implementation of the UN Convention on the Rights of Persons with Disabilities for the period up to 2020.

The adoption of the draft resolution will contribute to the improvement of the provisions of the license conditions for conducting economic activities for the production and repair of non-military firearms and their ammunition, cold weapons, pneumatic weapons with a caliber of more than 4.5 millimeters and a bullet flight speed of more than 100 meters per second, trade in fire non-military firearms and their ammunition, cold weapons, pneumatic weapons of a caliber exceeding 4.5 millimeters and a bullet flight speed of more than 100 meters per second; production of special vehicles loaded substances of tear and irritant action, personal protection, active defense and their sale by eliminating the possibility of double interpretation of the need to present an authorization to purchase weapons.
