The Regulation on the procedure for issuing driver's licenses and admission of citizens to drive vehicles, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 340 of May 08, 1993, provides that the driver's license, made on the form, is obtained personally for signature upon presentation of the passport of a citizen of Ukraine or passport sport of a citizen of Ukraine for traveling abroad, either a temporary certificate of a citizen of Ukraine, or a permanent residence permit, or a temporary residence permit, or a refugee certificate, or an identity card that requires additional protection, either an identity card granted temporary protection, or the presentation of one of these documents in electronic form by means of the Diya Portal and the original medical certificate of the established sample, valid on the date of filing an application for the exchange of a driver's license or receipt of it after loss or theft (during the period of validity of the legal regime the state of martial law in Ukraine or some of its localities is not required to submit a medical certificate).

During the period of martial law in Ukraine, persons who ordered the service of exchanging or obtaining a driver's license by means of the electronic driver's office or the Diia Portal with the production of it on the form and due to certain circumstances are not able to receive it, are deprived of the right to re-order the service of obtaining or exchanging a driver's license until the moment of actual receipt of the already manufactured certificate.

In connection with numerous appeals of citizens who have ordered the service of exchanging or obtaining a driver's license with the production of it on the form and do not have the opportunity to obtain a manufactured driver's license (citizens who have left Ukraine in connection with hostilities, are serving in military service, participating in hostilities, etc.), as well as persons who have taken advantage of who have a service for paid storage of license plates and at this time are abroad and/or are not able to pay for the storage of such license plates in the service centers of the Ministry of Internal Affairs, there has been an urgent the need to resolve the issues raised.

The adoption of the draft resolution will resolve problematic issues, in particular, provide an opportunity for persons who, due to certain circumstances, did not receive a driver's license made on the form, to submit to the Main Service Center of the Ministry of Internal Affairs an application for refusal to receive it and re-apply for the service, as well as the issue of responsible storage of license plates, deadlines storage of which expired during the period of martial law and their subsequent reassignment to vehicles.
