REGULATIONS
on the
Coordination Council of the Ministry of Internal Affairs of Ukraine on Licensing Activities

1. The Coordinating Council of the Ministry of Internal Affairs of Ukraine on Licensing Activities (hereinafter referred to as the Coordination Council) is a permanent advisory, advisory body of the Ministry of Internal Affairs of Ukraine, established for the purpose of professional consultations and coordination of positions on the improvement of legislation in the field of licensing of economic activities, organization the licensing authority of which is the Ministry of Internal Affairs of Ukraine.

2. The Coordination Council in its activities is guided by the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, orders of the Ministry of Internal Affairs and this Regulation.

3. The Coordination Council is formed by the Chairman, his deputies, the Secretary and other members of the Coordination Council who participate in its work on a public basis.

4. The decisions of the Coordination Council are of a recommendatory nature for the formation of joint agreed positions of the Ministry of Internal Affairs, business entities with licenses issued by the Ministry of Internal Affairs (hereinafter — licensees), and public organizations on improving legislation in the areas of licensing of economic activities, the licensing body of which is the Ministry of Internal Affairs, development of professional activities of licensees, strengthening of law and order while providing licensees with personal and property security of individuals and legal entities.

5. The main purpose of the Coordination Council is to determine the priority directions of improving the activities of the Ministry of Internal Affairs as a licensing body, licensees, exercise control over their work, advisory support of the Ministry of Internal Affairs in the implementation of a unified coordinated state policy in the sphere of personal and property security of individuals and legal entities.

6. The main tasks of the Coordinating Council are:

1) providing proposals on the main directions of work of the Ministry of Internal Affairs with business entities that have licenses issued by the Ministry of Internal Affairs, their associations and unions, within the framework of the current legislation in the field of licensing and provision of security services;

2) participation in the preparation of draft regulatory acts in the field of licensing of economic activities, the licensing body of which is the Ministry of Internal Affairs, elaboration of proposals for draft regulations received from other state bodies and local self-government bodies, enterprises, institutions and organizations regarding the licensing of certain types of economic activity;

3) elaboration of innovative proposals and draft regulations, analysis of the feasibility and effectiveness of their implementation.

7. Coordinating Council in accordance with the tasks assigned to it:

1) develops recommendations on the mechanisms of interaction of the Ministry of Internal Affairs with licensees, their associations and unions;

2) provide the Minister with information on the decisions taken by it, for consideration and determination of the feasibility of their introduction;

3) participates in the development and elaboration of draft regulations on issues falling within its competence;

4) conducts an analysis of the state of licensing of the Ministry of Internal Affairs and develops recommendations for its improvement;

5) identifies existing and potential problems in the field of licensing of economic activities, the licensing body of which is the Ministry of Internal Affairs.

8. The Coordinating Council has the right to:

1) to involve in its work representatives of central executive bodies (hereinafter referred to as CEV), other central and local executive bodies, enterprises, institutions and organizations (in agreement with their heads), as well as independent experts (with consent) to consider issues within its competence;

2) to provide the Minister with reasonable proposals for the creation of working groups on the development of draft regulations, concepts, recommendations, plans, implementation of other measures aimed at improving legislation in the field of licensing;

3) listen to the reports of the heads of working groups at their meetings;

4) to receive, within the competence and established procedure, from the participants of the CEV, which are part of the Coordination Council, other state and local executive bodies, local self-government bodies, enterprises, institutions and organizations the information necessary for the performance of the tasks assigned to it.

9. The form of work of the Coordinating Council is meetings held as necessary. The members of the Council shall be notified of the agenda and the holding of the meeting by the Secretary of the Coordinating Council no later than two weeks prior to its holding.

Decisions are made by a majority of the votes of the members present at the meeting of the Coordinating Council.

The meeting of the Coordination Council is chaired by the Chairman, and in his absence — by the Deputy Chairman.

10. Chairman of the Coordinating Council:

1) heads the Coordination Council and organizes its work;

2) convenes a meeting of the Coordination Council;

3) presides at the meetings of the Coordination Council, puts proposals on the agenda;

4) distributes responsibilities between deputies and members of the Coordinating Council.

11. The Chairman has three deputies, who are elected by him from among the members of the Coordinating Council. In the event of the temporary absence of the Chairman of the Coordinating Council, he is replaced by one of the deputies, who is determined by the chairman.

I'm 12. The preparation of materials for consideration at the meetings of the Coordinating Council and keeping the minutes is provided by its secretary.

A meeting of the Coordinating Council shall be considered competent if more than half of its members are present.

I'm 13. Minutes of the meeting of the Coordination Council, as well as materials for informing the public about its work are prepared by the Secretary of the Coordination Council.

He's 14. Information about the work of the Coordination Council is published on the official website of the Ministry of Internal Affairs.
