Appeal of the Minister of Internal Affairs of Ukraine Denis Monastyrsky on the introduction of a state of emergency
Dear citizens!
Today, the National Security and Defense Council has decided to impose a state of emergency for 30 days throughout the country, with the exception of Donetsk and Luhansk regions.
There is already a necessary legal regime that ensures the implementation of the Joint Forces Operation. Whether this is necessary for our country now is beyond doubt.
Whether it can negatively affect the lives of the population is absolutely not. Our enemy is trying to destabilize the situation inside the country, threatens further escalation.
And the decision to adopt a state of emergency is now necessary. People will not feel
special restrictions unless there are real threats of destabilization.
Among the changes will be: possible verification of documents, more patrols on the roads, increased protection of infrastructure objects and important enterprises. This legal regime is introduced in order to ensure that law enforcement authorities, special services, border guards respond faster and better to threats. In each area they are created
operational headquarters.
At this special time, an inspection of vehicles and personal belongings can be carried out. The protection of public order is strengthened, a curfew may be introduced.
At the entrances to regional centers and cities you can see checkpoints. It
is forbidden to hold any mass strike events. The
bodies of the Ministry of Internal Affairs, and especially the National Police, are already working in an enhanced mode. The
State Emergency Service is ready in case of need, to ensure the evacuation of the population from dangerous suburbs posts, creating temporary stay points and providing the necessary assistance. The State Border Guard Service carries out enhanced protection of the state
border
The National Guard strengthens the protection of state authorities and critical infrastructure facilities. First of all, this concerns airfields, fuel and lubricants warehouses and energy projects. Dear Ukrainians. We work 24/7 for your safety!
