Changing the algorithm for obtaining a driver's license and introducing the principle of extraterritoriality — the GSC of the Ministry of Internal Affairs told about the changes during the war
The main service centers of the Ministry of Internal Affairs continue and resume work throughout the territory of Ukraine. Currently, the provision of services in 125 Service Centers of the Ministry of Internal Affairs in 21 regions of Ukraine has been resumed. The work of 6 centers in the de-occupied Sumy region, 4 in Chernihiv region, 2 centers in Kharkiv region have been resumed, even despite the fact that fighting continues there. There are also plans to open the Central Ministry of Internal Affairs in Kharkiv.
Yevhen Moiseenko, Head of the Main Service Center of the Ministry of Internal Affairs, told about this during a briefing at the Ukraine-Ukrinform Media Center.
“During the martial law, it became very important to apply the principle of extraterritoriality during the preparation of the theoretical and practical part, while maintaining the safety component of obtaining a driver's license. The Cabinet of Ministers supported our initiative. Citizens who moved to another city were given the opportunity to take a practical exam at any center of the Ministry of Internal Affairs, and not just where they composed the theory,” he said.
For example, a citizen of Mariupol graduated from a driving school in her city, but due to active hostilities and occupation, she left for Kiev. Now she can do an internship at any service center of the Ministry of Internal Affairs and collect her driver's license.
“We have provided a solution to another typical problem when a person could not pick up a printed ID. We legally enshrined the ability to pick up a certificate at any center of the Ministry of Internal Affairs. The same decision applies to citizens in whom the term of deprivation of the right of management has expired,” said Yevhen Moiseenko.
The next innovation is the application of the principle of externality of the certificate of registration of a car when traveling abroad. This is a very important service, especially for international carriers. At the time of their departure abroad, their documents were stored in the Service Center. Previously, it was necessary to contact only the service center where this document was left. Currently, many of these documents remain in the occupied territories. Therefore, the car owner currently has the opportunity to come to any service center and return his document.
“We have introduced the opportunity for driving schools to conduct theoretical training in online format. In addition, we have reduced the content of topics for driver training by 20% for categories - B1, B, C1, C, and E. This gives schools the opportunity to reduce curricula,” said the head of the GSC of the Ministry of Internal Affairs.
These changes only apply to the state of wartime and enter into force three months after its completion and after their promulgation.
Subsequent changes will be effective on an ongoing basis. Training in the driving school will be divided into two separate stages — theoretical and practical.
Previously, it was necessary to complete training in a driving school, pass a practical exam at school, and then apply to the CC of the Ministry of Internal Affairs, pass the exam and get a certificate. Now the future driver will undergo theoretical training in a driving school, without passing the exam, he will receive a certificate and then apply to the CC of the Ministry of Internal Affairs for theory. Then the person undergoes training in practical driving at a driving school, passes a practical exam in the CC of the Ministry of Internal Affairs and can obtain a driver's license within two years.
It was also possible to receive paid license plates for all types of vehicles. Previously, this option was available only for passenger cars.
