On January 25, police “phantoms” come to patrol Ukrainian roads
These are patrol police cars, which will not visually differ from other cars participating in the road. First of all, these are mobile complexes for fixing the speed of vehicles during movement, which can fix up to 50 moving targets at the same time.
“Phantoms” works on the basis of the Skoda Kodiaq car and an integrated system for monitoring the speed of moving vehicles, reading and recognition of license plates with subsequent verification in databases. This is a complex software and hardware complex that makes it possible to record administrative offenses in automatic mode.
In the case of automatic fixation by a phantom car of violations on the road, the data is sent to the automatic fixation system. After that, a decision on an administrative offense is automatically generated. The authorized police officer, after analyzing the materials received, makes an administrative decision with the imposition of a qualified electronic signature. That is, the human factor is impossible and such a decision cannot be forged.
In cars, police officers in uniform and with official IDs are on duty. So it is important that the “phantoms” can stop the cars of violators. But this will apply to the most daring and dangerous traffic violations that inspectors will notice while on patrol. For example, driving on a traffic light prohibition signal or crossing a double continuous lane, when it could lead to significant consequences.
The purpose of implementing this police innovation is not an increase in fines, but prevention. As you know, 40% of all deaths and injuries on the road are due to speeding. Timely monitoring is the key to safety on the roads and saved lives.
As of today, four special vehicles - “phantoms” are ready to be used in the practical activities of the patrol police to fix traffic violations. This year it is planned to purchase 30 such special vehicles, and in 2023 — 110.
