Statement of the Intelligence Committee under the President of Ukraine
Dear Ukrainians and our international partners!
Two years after Russia unleashed a full-scale invasion war, Ukraine faced an objective threat to its existence as a state, as a nation, as a community of free and equal people.
In the conditions of conscious distraction of world public attention from the long and bloody Russian-Ukrainian war, the leadership of the aggressor country managed to implement a plan of planned sabotage actions, information special operations and outright provocations.
The main directions and goals of the enemy are disruption of Ukrainian mobilization, spreading misinformation about Ukraine's inability to win, creating and spreading fakes about “fatigue from Ukraine” among our partners and allies in the world. The global international goal of the Russians is to reduce the support of our country from the pro-Ukrainian coalition in the world.
The goal of the Russians inside Ukraine is to demoralize Ukrainians, sow panic among the population, to drive a wedge between servicemen and civilians, to quarrel with everyone, including representatives of the country's political leadership and civil society.
Russian special services have extensive experience in the field of hybrid warfare. They spend no less on information attacks against Ukraine than on conventional warfare. As reported by the Intelligence Committee under the President of Ukraine, in November last year, as part of the special operation “Maidan - 3" to spread anti-Ukrainian sentiments on the Telegram platform alone, Russia spent almost $250 million. Instead, the total budget for the operation was an astronomical $1.5 billion. This is the most expensive “action” of the Russian intelligence services in history.
The special operation “Maidan - 3" will reach its climax in March-May 2024, in the coming weeks the enemy will make every effort to spread narratives destructive to world security and attempts to incite conflicts, both inside Ukraine and elsewhere in the world, where there is effective support for Ukraine.
The campaign technique is traditional for Russian intelligence services: to question the legitimacy of the decisions taken in Ukraine after May 20, to spread panic, despair, to artificially oppose civilians and military, to quarrel with our allies, to spread in society all kinds of conspiracy theories “. This is against the background of public statements of the Russian Federation about the creation of new types of superweapons, which, according to the Russians, should ensure the technical superiority of the Russian Federation over the West for the next decade. It follows that opposition to the goals of the Russian Federation in Ukraine is dangerous for the world, and therefore the Russian Federation will push other countries to direct dialogue on Ukraine without our participation.
Also, the Russians, through their own agents of influence in Ukraine and around the world, will bet on organizing various protests, deliberately discredit the process of exchanging prisoners of war.
According to the enemy's plan, in the first half of June it will be possible to shake up the situation in our country and then, taking advantage of the situation, Ukraine will be dealt a military defeat in the East, and this is the key idea of their operation.
In view of the above circumstances, we appeal to Ukrainian society, to our international partners and allies to strengthen joint resistance and comprehensive security measures, especially in the information space, in order to effectively counter global threats and challenges of the new global hybrid war. The war that the Russian Federation and its criminal allies are waging against the entire civilized world today. Our society needs unity.
