Internally displaced persons can receive social services and payments on the basis of a certificate from the State Tax Service of Ukraine or the E-Document

IDPs have this opportunity since August 7. It is provided for by the Resolution of the Cabinet of Ministers of Ukraine dated July 01, 2022 No. 755, initiated by the Ministry of Reintegration together with the Ministry of Social Policy and the State Migration Service of Ukraine.

The changes significantly simplify the provision of services for people who have moved from combat zones and lost documents. From now on, they can register, register and receive assistance from the state as internally displaced persons, even without a passport. Instead, it is enough for IDPs to provide a certificate from the State Tax Service of Ukraine or a temporary identity document during the martial law — E-Document, available in the application “Action”.

A certificate stating that a person has applied for a passport (ID-card or passport-booklet) can be obtained in the units of the State Tax Service of Ukraine, in the centers for the provision of administrative services (CNAP) or in the citizen service centers “Passport Service”, if the person is identified according to the information of the Unified State Demography registry or departmental information system of the DMS.

In addition, citizens can receive a certificate stating that a person applied for a passport booklet or pasting a photo card to it upon reaching the age of 25-, 45, but such a document is issued only in the territorial division of the State Tax Service of Ukraine.
