Almost UAH 65 million was stolen from the budget of Kyiv: law enforcement reported suspicion to the former general director of Kyivvodokanal
Recall that in August of this year, the investigators reported on suspicion of official negligence to the officials of the Kyiv City State Administration, who were entrusted with organizing the execution of the order of the Kiev City Military Administration regarding the relocation of the floating pumping station, which is on the balance sheet of PJSC “AK “Kyiv Vodokanal” in order to provide Kyiv residents with drinking water.
Also, the pre-trial investigation established that, on the instructions of the director general, the officials of the joint-stock company concluded an agreement with a private company to perform work on the relocation of the station, which provides the capital with drinking water in case of emergency situations and during the martial law. This vessel is designed to pump water from the Desna River to the technological facilities of the Dnieper water supply station, where it passes all stages of purification.
The total value of the contract was more than UAH 69 million. Funds were allocated from the reserve fund of the budget of the city of Kiev almost in full.
Instead, it is documented that the specified equipment has not passed any technical condition check and is not ready for operation for its intended purpose. Its relocation did not take place because the pumping station does not perform water intake, and its connection to the technological water supply was not carried out. These actions led to the imposition of material damage to the community of the city in the total amount of almost 65 million UAH.
During searches in the office premises of the contractor company and Kyivvodokanal, financial and economic documentation was discovered and seized, which was used to “legalize” the theft of funds.
Conducted judicial comprehensive transport, commodity and water technical examinations confirmed that the floating station is not suitable for operation, since the technical condition of the main components of the pontoon structures and the superstructure of the vessel had shortcomings and defects that needed major repairs.
At present, the former Chairman of the Board — General Director of PJSC “AK “Kyivvodokanal” has been informed of suspicion under Part 5 of Art. 191 of the Criminal Code of Ukraine — appropriation, squandering of property or possession of it by abuse of official position, committed on a particularly large scale. The pre-trial investigation is ongoing.
