From now on, driver candidates have 30 days to receive a copy of the exam video
The Ministry of Internal Affairs of Ukraine by Order No. 495 amended the instruction on the use of technical means of control during the passing of theoretical and practical exams in service centers of the Ministry of Internal Affairs.
The changes entered into force from the date of publication, except for the norms that are actually related to the conversion of all examination classes and all vehicles of the service centers of the Ministry of Internal Affairs — these changes come into force after 6 months. That is, in fact, when the project on ensuring transparent conditions for passing exams will spread throughout Ukraine.
What has changed significantly since today?
From now on, everyone has the right within 30 days to receive a copy of the video recording of both theoretical and practical exams in the service centers of the Ministry of Internal Affairs. Previously, driver candidates had 3 days to receive a copy of the video. This video is usually obtained for filing an application to appeal the results.
How do I get a copy of the video?
The person who passed the exam or his authorized representative within 30 calendar days from the date of the exam may contact the territorial service center of the Ministry of Internal Affairs where the person took the exam with an application. The application form is defined and you just need to fill it out. Copies of identity documents are also attached to the application - for example, a passport with an indication of the place of residence and TIN.
The service center of the Ministry of Internal Affairs, where the exam took place, within three working days from the date of receipt of the application, examines it and issues a copy of the photographic image, video, audio recording of the examination process on an electronic medium, which is provided by the person himself or his authorized representative.
When issuing a copy of such a record of the examination process to the authorized representative, the identity of the authorized representative is established and his powers are checked. That is, the authorized representative of the candidate as a driver must provide a valid notarized power of attorney and his identity documents — for example, a passport indicating the place of residence and TIN.
A copy of the photographic image, video, audio recording of the process of passing the exam is issued in the form in which it was stored in the information storage. Such issuance takes place under the signature of the persons receiving it.
Information obtained with the help of technical means of control during the passing of exams can also be provided on motivated requests from state authorities, law enforcement agencies, the investigating judge and the court.
Why get a copy of the video?
A copy of the video is usually required to appeal the results of the exam at the Regional Service Center of the Ministry of Internal Affairs, which is the governing body over the territorial service centers of the Ministry of Internal Affairs in a particular region of Ukraine. The procedure for appealing the results of the exam has not yet changed and candidates for the driver as of July 27, 2023 have 10 days to appeal the exam results.

When writing an application for an exam in the service center of the Ministry of Internal Affairs, the candidate as a driver agrees with how this exam will be conducted - that is, with the use of technical fixation devices.
