There will be changes in the procedure for registration of vehicles in Ukraine
Two resolutions of the Cabinet of Ministers of Ukraine No. 1019 and No. 1299, which amend the procedure for registration and re-registration of vehicles, enter into force on December 14.
What exactly will change in the algorithm for registration and re-registration of the vehicle, said the deputy head of the Main Service Center of the Ministry of Internal Affairs Vladimir Baranets at a briefing in the state news agency “Ukrinform”.
“The first change concerns the expert examination of the vehicle, which is carried out by the Expert Service of the Ministry of Internal Affairs. It is distinguished from the registration procedure in the service center of the Ministry of Internal Affairs. Exclusion does not mean cancellation. Now it must be passed before applying for the service of registration and re-registration of the vehicle,” said Volodymyr Baranets.
In addition to the convenience associated with extraterritoriality, this separation also allows in the future to carry out registration actions with vehicles online using two smartphones or computers - the owner and the buyer.
“Since the only step that could not be carried out online is an inspection by experts, the separation of this procedure allows you to transfer registration actions from cars to online,” explained the deputy head of the Main Service Center of the Ministry of Internal Affairs.
The algorithm for registering a vehicle in Ukraine when buying and selling a car now becomes as follows:
- first you should contact the Expert Service of the Ministry of Internal Affairs and get their opinion about the vehicle;
- then two parties - the owner and the buyer or their representatives - with a valid conclusion apply to the service center of the Ministry of Internal Affairs and re-register the vehicle. Or it can also be done online.
“Another important change is due to the fact that it is possible to refuse plastic forms of transport registration certificate and plastic driver's license form. When ordering an online driver's license exchange service or online vehicle re-registration service, you can choose the option without producing a physical document — only digital. That is, in Ukraine, digital documents eDriver's License and eVehicle Registration Certificate become not only as valid as physical documents, but may be the only ones available that allow driving a vehicle,” said Volodymyr Baranets.
It is important to note that the algorithm for processing such electronic documents provides for a full verification, comprehensive processing of the application by the administrator of the service center of the Ministry of Internal Affairs. But in the back office, without personal contact with customers of services. That is, there is a data check on all the necessary databases and only then the application is approved or not. If there is any information in the databases that prevents the provision of the service, then such an application will be rejected.
“That is, concluding a contract of sale online will be as safe as stepping foot into the service center of the Ministry of Internal Affairs and doing it in person, from the point of view of the processes of checking the application by our administrators. Or order the exchange of a driver's license online through the Electronic Driver's Cabinet is as safe as offline,” said the Deputy Head of the Main Service Center of the Ministry of Internal Affairs.
Giving everyone the choice of how to contact us for services, whether online or offline, is the main goal of such changes.
The entry into force of two decrees means that from December 14 it is allowed to re-register online, only online driver's licenses will also be allowed to be issued. But the process of implementing legislative changes can take place in several stages. Citizens will be informed about the phasing of changes and the introduction of all online services.
