Ukraine introduces electronic forms of mandatory technical control
The main service center of the Ministry of Internal Affairs has developed some legislative changes that make it possible to more effectively carry out mandatory technical control over carriers. The relevant changes were approved by the Cabinet of Ministers of Ukraine in Resolution No. 514 of May 19, 2023.
Supervision of those entities that carry out mandatory technical control of carriers' vehicles will be carried out not by photo-fixation, but by means of video filming. It is known that these changes will take effect 3 months after publication.
“The video fixation will be carried out during the entire technical condition check process, and the video fixation materials will be stored with the OTC entity. Links to video files after the vehicle inspection will be uploaded to a national database. State authorities and local governments, legal entities and citizens, upon appropriate requests, will be able to obtain from the subject of mandatory technical control of the vehicle video materials of the vehicle inspection process,” explained the Head of the Department of Interaction with Subjects of Mandatory Technical Control of the Main Service Center of the Ministry of Internal Affairs Vitaly Fiklistov.
There should be no defective or outdated minibuses, trucks or taxis on the roads. How they receive the protocols of mandatory technical control — the entire process of inspecting the vehicle will now be recorded.
An electronic protocol is also being introduced so that all the information needed for different structural units of the Ministry of Internal Affairs is in the Unified State Register of the Ministry of Internal Affairs.
Vitaly Fiklistov adds that the introduction of an electronic form of the protocol will reduce the risk of forgery of the protocol of checking the technical condition of the car.
According to him, the Ministry of Internal Affairs of Ukraine and the Main Service Center of the Ministry of Internal Affairs are constantly working to create modern electronic forms of interaction and accessibility for citizens and business entities.
The amendments also concern the simplification of the procedure for submitting applications for approval of the conversion of vehicles of these legal entities providing carrier services.
In particular, the need to submit to the application a copy of the certificate of registration of the vehicle and the act of its inspection is excluded. After all, these documents are already in the electronic register and there is no longer any need for their storage at the stage of registration of the conversion permit.
