England, Wales and Scotland have expanded recognition of Ukrainian driving licences
The legislation of the United Kingdom of Great Britain and Northern Ireland has been amended regarding the recognition of Ukrainian driver's licenses of certain categories. The Government adopted Regulation 2023 No. 666. It comes into force today, July 7, and its effect extends to the territory of England, Wales and Scotland.
The regulation establishes that persons who have an entry permit or a residence permit under the “Ukraine” Program in accordance with the immigration rules and have a certificate of category A (motorcycles) or category B (cars) issued in Ukraine, have the right to drive such vehicles within three years after acquiring the status of a resident. This applies to all those who fall under the rules of the Programs “Ukrainian Family” and “Continuation of External Education in Ukraine”, the Sponsorship Program “Housing for Ukraine”.
Previously, Ukrainian driver's licenses in England, Wales and Scotland were recognized within one year from the date of acquisition of resident status.
This Regulation of the United Kingdom is similar to Regulation 2022/1280/EC of the European Parliament and of the Council, which in July 2022 extended the possibility of using Ukrainian driver's licenses to all those with temporary or appropriate protection status. In this way, the UK Government follows the experience of the European Union and demonstrates its support for Ukraine.
The UK is not part of the EU. And in the territories of the EU countries, special and temporary measures have been established regarding driver's licenses issued by Ukraine to those persons who enjoy temporary or proper protection. Namely, you can:
• use a Ukrainian driver's license without the need to exchange it during the entire period of your stay under protection;
• use a Ukrainian driver's license even if it expires, provided that such period expired after December 31, 2021, because Ukraine has decided to extend the validity of driver's licenses and is informed on this to the European Commission and the EU Member States — relevant information is provided by the note of the Embassy of Ukraine to the EU dated 29 July 2022 № 3111/22-300- 55584; •
obtain a temporary (for the period of protection) EU driver's license without passing exams in case of loss or theft of the Ukrainian driver's license.
