Ukraine and Lithuania sign Agreement on mutual recognition and exchange of national driver's licenses

The relevant document was signed on behalf of the Government of Ukraine by the Minister of Internal Affairs Igor Klymenko and the Minister of Internal Affairs of the Republic of Lithuania Agne Bilotaitė in Brussels.

The agreement provides that citizens of Ukraine who have moved to Lithuania for permanent residence will be able to exchange their Ukrainian driver's license for a Lithuanian one without passing theoretical and practical exams.

Likewise, Lithuanian citizens who permanently reside in Ukraine and have a Lithuanian driver's license will be able to exchange it without passing exams at the service centers of the Ministry of Internal Affairs.
To exchange national driver's licenses, you will only need to submit a document of permanent residence in the country, the original driver's license and a valid medical certificate.

Igor Klymenko welcomed this Agreement and expressed his conviction that mutual recognition of driver's licenses between Ukraine and Lithuania will help ensure the rights of citizens in both countries:

“The agreement aims to settle the issue of mutual recognition and exchange of driver's licenses of citizens of Ukraine and Lithuania who move for permanent residence to another state under a simplified procedure. We thank the Government of Lithuania for sheltering Ukrainian citizens against the background of the Russian invasion and the recognition of relevant documents.”

Previously, in order to exchange a Lithuanian driver's license, citizens of the Republic of Lithuania had to pass exams at the service centers of the Ministry of Internal Affairs, accordingly, Ukrainians in Lithuania also had to pass exams in the relevant competent authorities of the country.
