Ukraine and Lithuania will exchange driver's licenses under simplified procedure
On May 5, 2023, the Cabinet of Ministers of Ukraine approved the draft Agreement on mutual recognition and exchange of national driver's licenses between Lithuania and Ukraine. The next step is its official signing on behalf of the Government of Ukraine by the Minister of Internal Affairs of Ukraine and the relevant authorized person of the Republic of Lithuania.
The agreement will provide that citizens of Ukraine who have moved to Lithuania for temporary or permanent residence will be able to exchange their Ukrainian driver's license for a Lithuanian one without passing theoretical and practical exams. Likewise, Lithuanian citizens who temporarily or permanently reside in Ukraine and have a Lithuanian driver's license will be able to exchange it without passing exams at the service centers of the Ministry of Internal Affairs.
To exchange national driver's licenses, you will only need to submit a document of permanent residence in the country, the original driver's license and a valid medical certificate.
The Bilateral Agreement will enter into force upon its approval by the Governments of both countries and its official promulgation.
Now, in order to exchange a Lithuanian driver's license, citizens of the Republic of Lithuania need to pass exams at the service centers of the Ministry of Internal Affairs, accordingly, Ukrainians in Lithuania also have to pass exams in the relevant competent authorities of the country.
