In Turkey, it was possible to exchange Ukrainian driver's license in the State Enterprise “Document”
Already from March 3, Ukrainians can exchange their national driver's license in Istanbul. The service is provided in mobile and technical complexes of SE “Dokument”, which became available thanks to the cooperation of the service centers of the Ministry of Internal Affairs and the State Migration Service of Ukraine.
Turkey became the fourth country to open such opportunities for Ukrainians. Currently, the exchange can also be carried out in Poland, the Czech Republic and Slovakia.

The driver's license exchange service is provided on schedule:
Tue - Fri: 10:00 − 17:00;
Sat: 10:00 − 15:30;
Sun, Mon — weekends.
The addresses of all centers of SE “Dokument”, which provide services, can be found on the official website. Reception of citizens is carried out by appointment online.
In which cases a driver's license is exchanged:
- unsuitability of the certificate for further use (damaged, unreadable records, etc.);
- change of personal data of the owner (last name, first name, patronymic);
- after the expiration of the driver's license (in particular, for certificates issued for the first time for 2 years, the exchange takes place without passing exams, if the driver has committed no more than two administrative offenses in the field of road safety within two years from the date of issue of such a license);
- at the request of the owner.
To obtain a driver exchange service, you must submit a package of documents:
- a passport of a citizen of Ukraine with the place of residence indicated in it, and if the passport is in the format of an ID-card without the available information on registration of the place of residence, then an extract on the registration of the person's place of residence is provided together;
- taxpayer certificate — “identification code”;
- an existing driver's license to be exchanged;
- a document confirming the change of personal data (for example, marriage registration certificate, etc.) in case of change of such data.
The exchange of driver's licenses in the Dokument SE in Istanbul takes place according to a standard algorithm: employees of the Dokument SE receive a full package of documents from the client, photograph it and draw up an application for the exchange of a driver's license, which is considered in Ukraine by the administrator of the service center of the Ministry of Internal Affairs. In case of approval of the procedure, a new document is printed abroad on a special form, and the old one is withdrawn.
A ready-made driver's license can be collected on the day of application, if there are no circumstances of force majeure in Ukraine, when processing is not possible. In particular, during an air alert due to a missile threat on the territory of Ukraine, the processing of applications is not carried out.
If the existing certificate was issued before 2013, an additional request-confirmation of the validity of the certificate is made at the place of issue. The time for providing the service is increased by the time of receipt of a response to such a request. The legislation of Ukraine provides for a period of 5 days for the production of a new driver's license.
