On April 19, Deputy Minister of Internal Affairs of Ukraine Oleksiy Sergeev held a working meeting with representatives of the European Commission. The purpose of the meeting was to discuss the participation of the Ministry of Internal Affairs and departments in the process of integration into the European Union and, in particular, progress in the implementation of the recommendations of the European Commission.

Wolfgang Nazar, Head of the Department of Fundamental Rights and Rule of Law of the Directorate-General for Neighbourhood and Enlargement Negotiations of the European Commission, praised his colleagues and noted that it is his team that is responsible for assessing progress and preparing for negotiations with Ukraine under negotiation sections 23 “Judiciary and Fundamental Rights” and 24 “Justice, Liberty and Security”.

“To the extent that the Ministry of Internal Affairs ensures the formation of state policy in the areas of: ensuring the protection of human rights and freedoms, combating crime, maintaining public security and order, protecting the state border and migration, the vast majority of issues in these negotiating sections fall within the competence of our ministry, and therefore progress within the framework of the negotiations will depend on our effectiveness. spoke about the “Fundamentals” cluster, - emphasized Alexey Sergeev.

Deputy Minister Oleksiy Sergeev said that the Ministry has provided the preparation of information for Ukraine's progress report within the framework of the 2024 Enlargement Package, which is transferred to the Government Office for Coordination of European and Euro-Atlantic Integration.

In addition, the partners from the EU have been informed of the measures taken to implement the recommendations of the European Commission, including the completion of the first practical phase of the SOCTA Organised Crime Threat Assessment, preparation for the deployment of the Coordination Centre for Integrated Border Management, updating of strategic planning documents, in particular Integrated Management Strategies borders and strategies of state migration policy, deployment of the emergency assistance system to the population on a single telephone number 112.

Particular attention was paid to the discussion of arms control. The Deputy Minister stressed that during the period of full-scale war, not a single case of illegal entry of weapons across the state border towards the EU has been recorded, at the same time, the Ministry is taking measures aimed at legislative normalization of arms circulation and strengthening law enforcement cooperation with neighboring countries and Europol.

For their part, the representatives of the European Commission stressed the importance of accelerating the adoption of a plan of measures aimed at the implementation of the Comprehensive Strategic Plan for the Reform of Law Enforcement Agencies.

Also, representatives of the European Commission were informed about the plans of the Ministry of Internal Affairs for the implementation of security projects, including “Security of the educational environment”. As part of this project, 2,000 police officers will be involved to ensure security in schools. In addition, the Ministry of Internal Affairs plans to scale up the video surveillance system, currently 40 thousand CCTV cameras are in operation.

“The priority of our work is the situation at the front, protecting the state border and providing the brigades with equipment. Also, one of the important directions for the Ministry of Internal Affairs is the rehabilitation of our wounded soldiers, prisoners and their families,” added Deputy Minister of Internal Affairs of Ukraine Oleksiy Sergeev.

The head of the European Commission's Department for Fundamental Rights and Rule of Law, Wolfgang Nozar, confirmed the EU's readiness to continue supporting Ukraine, in particular in preparation for negotiations and legislative adaptation.
