In the premises of a private institution, among the “methods” of upbringing was physical and psychological violence. Four employees, in agreement with the Kyiv City Prosecutor's Office, were declared suspects.

According to the senior investigative department for the investigation of crimes committed by children of the Investigative Department of the Metropolitan Police Dmitry Fedorko, the staff of the institution systematically committed violent acts and torture against children:

“After the parents took the children with physical developmental disorders to the institution, the cost of staying in which was from 8 to 15 thousand hryvnias, torture and bullying began outside the door. It was with these “methods” that kindergarten workers taught young people. Due to the peculiarities of physical development, the pets could not tell about the torture to their parents. For the unfulfilled tasks, the participants closed the children in the closet, stepped on their hands with their feet, ridiculed and insulted the child in the presence of other children, forced to stand for a long time in an uncomfortable position, choked, applied pain techniques, wrapped with tape and covered their mouths with a towel”.

The investigators of the capital's head and the operatives of the Kyiv Migration Police exposed the illegal activities of the staff of the institution under the procedural leadership of the city prosecutor's office.

Law enforcement officers conducted a search at the location of the institution and the place of residence of the director, as a result of which material evidence of criminal activity of the defendants was seized.

At the moment, four employees have been notified of suspicion of committing the crime provided for in Part 2 of Art. 127 of the Criminal Code of Ukraine — torture committed repeatedly or by prior conspiracy by a group of persons. The attackers face from five to ten years in prison. The participation of other employees of the institution in the bullying of children is established.

“Also, the investigators handed the suspects a petition to choose a preventive measure in the form of detention without the right to make bail. In the course of the investigation, an assessment will be given to the actions of the management of the institution, regulatory bodies and other institutions that provided permits for the functioning of the institution,” added Dmitry Fedorko.
