The Main Service Center of the Ministry of Internal Affairs was reminded of what has changed when registering vehicles
Since June 15, in Ukraine it is no longer mandatory to examine the vehicle in the Expert Service of the Ministry of Internal Affairs in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 599. The only registration action when such a study is mandatory is the first registration in Ukraine of used cars that were imported from abroad. That is, when a car, motorcycle, scooter, bus or truck receives for the first time the state license plates of Ukraine and the first Ukrainian registration certificate.
For the most popular registration action - re-registration in connection with a change of owner - there is no longer a requirement to provide an opinion on the vehicle. If the buyer of transport still wants to undergo research, then he can do it. But the requirement to do this is not necessary anymore.
In order to receive the re-registration service, you must have a pre-registration ticket and a full package of documents, as well as pay for the required service. The ticket can be issued both online through the E-RECORD functionality, and offline in the terminal located in the premises of the service center of the Ministry of Internal Affairs.
Examination of the vehicle by the Expert Service of the Ministry of Internal Affairs is mandatory only at the first registration of a used vehicle imported from abroad. In other cases, research in the Expert Service of the Ministry of Internal Affairs or in another state specialized institution conducting forensic expert activities — on request. These simplifications in the future provide for the possibility of translating the re-registration procedure into an online format.
In accordance with the legislation, citizens were given the opportunity to choose whether to undergo this study or not. However, to make sure that the number units of the body, engine or chassis have not been changed, it will be useful to undergo an expert study.
During the first 12 days, that is, from June 15 to 27, inclusive, when this innovation was launched in Ukraine, 42,986 registration operations were carried out without mandatory expert research.
Over 9.7 thousand used cars brought from abroad during this time received their first registration in Ukraine, where expert research is mandatory.
