The Department of Communications of the Ministry of Internal Affairs has developed recommendations for the entry and stay of foreigners on the territory of Ukraine, - Alyona Matveeva
Foreigners and stateless persons legally residing in our country have the same rights and obligations as Ukrainians. However, due to the introduction of martial law in Ukraine on February 24, 2022, the constitutional rights of citizens may be limited. This was stated during a briefing in “Ukrinform” by the spokeswoman of the Ministry of Internal Affairs Alyona Matveeva.
“Since July 1, 2022, a visa regime for citizens of the Russian Federation has been introduced in Ukraine. However, I remind you that a visa is not an unconditional guarantee that a person will have the opportunity to enter the territory of our state. The right of entry is finally determined by representatives of the State Border Guard Service of Ukraine. They also check documents at checkpoints and establish the possibility of crossing the border by citizens for entry, exit from Ukraine, as well as transit passage through the territory of our state,” Alyona Matveeva noted.
The spokeswoman of the Ministry of Internal Affairs noted that the State Border Guard Service also registers documents.
“To cross the border, a person must have the following documents with him: a valid passport document, there must be no decision of the authorized body to prohibit the entry of a person into the territory of our state, the presence of an entry visa, unless otherwise provided by law, confirmation of the purpose of stay and the availability of sufficient financial security. Foreigners or stateless persons who do not retain one or more points are not allowed to enter the territory of Ukraine,” said Alyona Matveeva.
According to her, in order to confirm the purpose of staying in Ukraine, it is necessary to provide documents on tourist services, training, internships, employment in Ukraine.
“All this has to be backed up by documents. For example, for business trips, this may be an invitation from an enterprise or a government authority. For trips for the purpose of education or training, you must provide a document on admission to an educational institution. For trips of a tourist or private nature, it is imperative to provide a document of the institution providing accommodation, a trip program and a return ticket,” Alyona Matveeva added.
In addition, the spokeswoman of the Ministry of Internal Affairs stressed that Ukraine now has to comply with the curfew, the rules of conduct during an air alert or missile hazard.
“Curfew is introduced by military administrations in cooperation with the military command, in different regions it can be at different times. So it's worth paying attention to that as well.”
Separately, the spokeswoman of the Ministry of Internal Affairs stressed that citizens who violated the rules of crossing the state border, entering the temporarily occupied territory, committed malicious disobedience to the law or orders of servicemen or other representative of the security forces, can be detained for a period of from three hours to three day.
