Agreement on mutual recognition and exchange of national driver's licenses between Ukraine and Turkey entered into force today
This means that citizens of Ukraine who have moved to Turkey for temporary or permanent residence can exchange their Ukrainian driver's license for a Turkish one without passing theoretical and practical exams. Likewise, Turkish citizens who temporarily or permanently reside in Ukraine and have a Turkish driver's license can exchange it without passing exams at the service center of the Ministry of Internal Affairs.
Bilateral agreement applies to driver's licenses of all categories of vehicles.
In order to exchange a driver's license, citizens of Ukraine residing in Turkey should contact the local population offices, providing a list of documents stipulated by the legislation of the Republic of Turkey. After returning to Ukraine for permanent residence, a Turkish driver's license obtained in accordance with the Agreement without passing exams can be exchanged for a national license of the Ukrainian model.
To exchange a national driver's license issued in Turkey, a citizen of Turkey must contact any convenient service center of the Ministry of Internal Affairs on the territory of Ukraine and submit the following documents:
permanent residence permit or temporary residence permit; a
copy of the certificate of assignment of the registration number of the taxpayer identification card (TIN); medical certificate of fitness to drive the vehicle (during the period of martial law, the
medical certificate is not required); Turkish national driver's license and certified translation in Ukrainian.
You should also pay for the administrative service — 26 UAH and for the driver's license form — 243 UAH.
