The capital's law enforcement officers detained an enemy agent for treason and organizing custom-made killings of high-ranking officials of Ukrainian law enforcement agencies
The organizer is a resident of the Luhansk region, who since 2014 has taken the side of the enemy and personally participated in hostilities as part of the so-called “People's Militia of the LPR”, and after the beginning of the full-scale Russian invasion of Ukraine, he was recruited by representatives of the aggressor country.
The investigators of the Pechersk Police Department together with the employees of the SBU counterintelligence department in Kyiv city and Kyiv region, under the procedural guidance of the Pechersk District Prosecutor's Office, exposed and detained a recruited agent of Russian special services who arrived in Ukraine in order to commit custom-made murders of Ukrainian high-ranking officials and other public figures.
According to the head of the capital's police chief Ivan Vyhivsky, around May 2022, the defendant received a task from representatives of the Russian Federation to commit a series of premeditated murders, in particular high-ranking officials of Ukrainian law enforcement agencies, in order to carry out subversive activities against Ukraine in the conditions of martial law:
“In order to implement the custom-made murder of the head of the Main Intelligence Directorate of the Ministry of Defense and the Minister of Defense of Ukraine, the organizer involved an executor - a resident of Kiev, who was supposed to carry out a premeditated murder for a monetary reward. The defendant informed the executor in detail, ordered to establish surveillance with photo and video fixation, buy weapons and draw up an action plan for the murder of the ordered person.”
During the control of the commission of the crime, law enforcement officers conducted a multi-stage special operation, a number of secret investigative actions and documented the fact of preparation of the murder. During the pre-trial investigation, it became known that the suspect should come to the territory of Ukraine in order to further commit custom-made murders of officials of law enforcement agencies. On August 5, 2022, law enforcement officers detained in accordance with Art. 208 of the Criminal Procedure Code of Ukraine organizer and executor in the territory of Volyn region during their meeting.
“The organizer is a resident of the Luhansk region, born in 1983. According to the investigation, since 2014 he took the side of the enemy and personally participated in hostilities as part of the so-called “People's Militia of the LPR”, and after the beginning of the full-scale invasion of the aggressor into Ukraine, he was recruited by representatives of the Russian Federation,” Ivan Vyhivsky added.
In agreement with the Pechersk District Prosecutor's Office, the issue of notifying them of suspicion of committing crimes stipulated in Part 2 of Art. 2 is resolved. 111 of the Criminal Code of Ukraine - treason, and Part 1 of Art. 14, Clause 11 Part 2 of Art. 115 of the Criminal Code of Ukraine — preparation for the commission of premeditated murder committed by order. Investigators are also preparing a petition to the court to choose a precautionary measure — detention. The pre-trial investigation is ongoing.
