Pilot project to provide transparent exams in service centers of the Ministry of Internal Affairs in 4 regions starts
The main service center of the Ministry of Internal Affairs initiates the launch of a pilot project, the purpose of which is to ensure the most transparent conditions for passing exams in the service centers of the Ministry of Internal Affairs. The changes will relate to technical conditions in classrooms for passing theory exams and cars for passing practical exams.
The pilot project will cover Lviv, Odessa, Vinnytsia and Kyiv regions. Other regions are not yet affected by the changes. According to the results of the pilot project, after taking into account all possible nuances, it will be scaled up to the whole of Ukraine.
In these 4 regions of Ukraine we are launching and testing an updated pre-recording system. Now you can already get an e-recording ticket for a practical exam on vehicles of category B both in terminals in the premises of the service center of the Ministry of Internal Affairs and online through the e-recording functionality.

It is worth recalling that everyone has the opportunity to issue up to 4 coupons for the same service. And the coupons are personal. That is, it is worthwhile to plan the visit responsibly and book your time for the practical exam.
What will change?
Each candidate for driver will receive more tools to challenge the results of exams in the service centers of the Ministry of Internal Affairs.
In the classes for theoretical exams, there will now be fixation on 4 video cameras and a microphone - there will be no “blind zones”. This makes it impossible for outsiders to prompt candidates to be a driver, and will also allow the candidate himself, if necessary, to challenge the results of the theoretical exam.
In category B cars — these are passenger cars — there will be a video recording in the cabin in such a way as to capture both the hands and feet of the candidate as the driver, the hands and feet of the examiner, and the recording of conversations in the cabin will also be recorded.
“The slogans of this project are: “You know — you write successfully” and “You do not know — they will not help”. The request from the public for fair examination activities of the service centers of the Ministry of Internal Affairs has existed for a long time. All these changes are aimed at ensuring equal and transparent conditions for each driver candidate,” the Ministry of Internal Affairs explained in the GSC.
These changes require financial costs, because it is necessary to provide each service center of the Ministry of Internal Affairs with equipment. Therefore, optimization awaits those service centers of the Ministry of Internal Affairs that do not have a high load. There is no question of staff reduction.
When will everything change?
In 4 regions, the pilot project will start as early as June 1. And scaling to all service centers of the Ministry of Internal Affairs throughout Ukraine is planned by the end of 2023.
In this regard, in service centers of Lviv, Odessa, Vinnytsia and Kyiv regions, starting from May 23, pre-registration vouchers for practical examination on cars of category B are already being generated. It is possible to arrange two options: on the vehicle of the driving school, where the training took place, or on the vehicle of the service center of the Ministry of Internal Affairs.
Other regions are still providing all services without changes.
Where exactly will we start taking exams in a new way?
- Lviv region: m. Lviv, s. Zymna Voda, s. Chervone, m. Stryi, m. Chervonograd;
- Kiev region: m. Bila Tserkva, s. Sofiivska Borshchahivka, m. Pereyaslav.
- Odessa region: m. Odessa, m. Belgorod-Dnistrovskyi, m. Izmail, m. Podilsk;
- Vinnytsia region: m. Vinnytsia, m. Mogilev-Podolsky, m. Tulchin.
All other service centers of the Ministry of Internal Affairs of these four regions will provide all types of services related to driver's license and vehicle registration in Ukraine, except for theoretical and practical exams.
