Malpractice with losses of more than 2 million hryvnias
Investigators found that in April 2022, the authority responsible for the implementation of the state policy in the field of financial guarantees of medical care for the population ordered one of the specialized state enterprises to work on the administration of the central database of the electronic health system.
According to the results of the work, the state enterprise drew up an act of delivery-acceptance of services, which included the entire list of works under the contract and information about a certain volume of the contract that was not performed.
The head of the contracting public institution did not properly analyze and check the compliance of the actual amount of work performed and their cost, and therefore did not take measures to reduce the total amount of the contract in proportion to the cost of unperformed works.
As a result, the work stipulated by the contract was paid in full, which caused losses to the state budget of the country in the amount of 2 158 621 hryvnia.
In turn, the investigators of the Main Investigation Department together with the employees of the Security Service of Ukraine conducted authorized searches of the places of work and residence of the defendant. A number of documents and other items were seized that will be used by the investigation as evidence.
Currently, under the procedural guidance of the Office of the Attorney General, the head of the National Health Service has been announced on suspicion of improper performance of official duties due to unfair treatment, which led to serious consequences (part 2 of Art. 367 of the Criminal Code of Ukraine), which provides for up to five years in prison and up to three — the right to occupy certain positions or engage in certain activities.
The pre-trial investigation is ongoing.
At the moment, the question of choosing a preventive measure for the suspect is being decided.
