According to Igor Klymenko, during the occupation of Chernobyl, Major General of the Russian Police Mulyukin Nikolai Nikolayevich directed the robbery of the nuclear power plant. This is the first suspicion of a Russian official of this rank.

“The defendant was personally at the Chernobyl nuclear power plant. Its “specialists” did not know what to do with the station during decommissioning. Therefore, they simply plundered the property. Also, the Minister of Internal Affairs of Ukraine noted that thanks to the tremendous work of investigators and criminal analysis officers of the National Police of Ukraine, more than 100 Russians who participated in the seizure and robbery of the Chernobyl nuclear power plant were identified.
