On June 1, a pilot project was launched to provide theoretical and practical exams in the service centers of the Ministry of Internal Affairs. It covers 4 regions: Kiev, Lviv, Vinnytsia and Odessa. Other regions still continue to take exams on the theoretical and practical part as before.

How innovations affect the course of the pilot project and how they are reflected in the results of the exams was told in the Main Service Center of the Ministry of Internal Affairs.

During the first 2 weeks of the pilot project, the service centers of the Ministry of Internal Affairs in which the experiment is running were faced with the fact that the number of visits of candidates to the driver decreased than before its implementation. This indicates the result of passing the exams from the first time.

At the same time, the pass rate for passing theoretical and practical exams increased by 2-3 times. This was due to the increase in exam classes, because now they have become large transparent hubs. The number of vehicles was also increased at each location.

Online e-recording for practical exams has been introduced in these 4 regions of Ukraine. Pre-registration can be made through the E-RECORD functionality on the website of the Main Service Center of the Ministry of Internal Affairs or get it in the terminal in the premises of our institution. Thus, this reduces the number of visits to the service centers of the Ministry of Internal Affairs from 2 to 1, which significantly reduces the time on the road. In other regions, the opportunity to take a pre-appointment ticket online is not yet available. There, future drivers must receive a ticket exclusively in the premises of the service center of the Ministry of Internal Affairs.

“The number of people who want to register for the practical exam online has increased by 2 times compared to coming to our institutions and picking up a voucher in the terminal on the spot,” the Regional Service Center of the Ministry of Internal Affairs in the Kiev region said.

Additional video cameras were installed in the classrooms in order to avoid “blind zones”. And also sound is recorded so that there is no opportunity to prompt answers to candidates in the driver.

According to the results of the experiment, all problematic aspects of the project will be taken into account and scaling will take place throughout Ukraine. It is planned to install additional cameras in cars for passing the practical exam.

“Thanks to more cameras, it will be possible to show the movement in front of and behind the vehicle. And also the arms and legs of both the candidate in the driver and the examiner will be fixed. Thanks to these cameras, video surveillance with a viewing angle of 360° will be provided,” the specialists of the GSC of the Ministry of Internal Affairs noted.

These innovations will help avoid the corruption component and allow driver candidates to have more tools to challenge their exam results.
