At the behest of President of Ukraine Volodymyr Zelensky, the Government is working to restore as many schools as possible by September 1. However, students will be able to return behind the desks only if all security measures are taken by the educational institution.

In turn, the Head of Government Denis Shmyhal gave a number of relevant instructions to local self-government bodies and individual central executive bodies, in particular:

- organize regular trainings on the evacuation of students to shelters and safety lessons;

- provide all conditions for stay and study in the repositories;

- to carry out a mandatory inspection by the specialists of the State Emergency Service of educational institutions and adjacent territories for the presence of explosive objects;

- to provide enhanced protection of kindergartens, schools and higher educational institutions;

- provide transportation, accompaniment of children to school where necessary;

- conduct training on actions in case of air alarm declaration.

Changes will also be made to the content of curricula for grades 6—11. Thus, a separate block will be added to the subject “Protection of Ukraine”, which will relate to mine prevention activities, where children will learn how to behave in case of detection of explosive objects.

At the same time, in fulfillment of the mandate of the President of Ukraine and the Government, the Ministry of Internal Affairs announced the start of the project “Safe educational environment in conditions of war”. And the First Deputy Minister of the Ministry of Internal Affairs of Ukraine Yevhenii Yenin said that within the framework of the Project, together with the Ministry of Education and Science, it is planned to carry out a number of preventive measures.

It is assumed that employees of the departments of the Ministry of Internal Affairs, together with educators, will inspect the readiness of educational institutions for the creation of safe learning conditions for children (in particular, the availability and readiness of bomb shelters) before the beginning of the school year.

Also, during the implementation of the project, it is planned to develop a “Safety Alphabet for a Secondary School Student” and a corresponding mobile application, so that each child can find answers to questions — how to behave in various dangerous situations.

The program provides for the placement of information stands in each school, on which the basic rules of behavior of children in conditions of martial law will be outlined in a bright and accessible form. This project will be implemented in cooperation with the Ministry of Education and Science.

The first persons of the Ministry of Internal Affairs system will take direct part in the August pedagogical conferences, where, together with teachers, they will discuss joint actions to ensure the safety of the educational process. The same initiative will be implemented in all regional units of the Ministry of Internal Affairs.

At the beginning of the school year, together with teachers in all educational institutions, a Unified Safety Lesson will be held with the participation of employees of the Ministry of Internal Affairs — firefighters and policemen, at which children will be told about the basic rules of behavior in hazardous conditions.

In the first decade of September, patrols of the National Police will be on duty near educational institutions in order to create safe conditions for minors, prevent offenses, in particular traffic violations by drivers.
