Customs cleared cars: what documents are needed for registration in the service center of the Ministry of Internal Affairs

Many Ukrainians buy used cars abroad. Because you can buy a vehicle there many times cheaper. Further, this car is subject to customs clearance, in other words - legalization in Ukraine.

After customs clearance, you need to certify the vehicle. The link to the list of certification bodies is available on the official website of the Ministry of Infrastructure of Ukraine. Next, you should contact the Expert Service of the Ministry of Internal Affairs for the study of cars.

Service centers of the Ministry of Internal Affairs resemble the algorithm for registering used cars imported from abroad to Ukraine.

The first thing a person should do when registering a used vehicle imported from abroad is to pass an expert study in the Expert Service of the Ministry of Internal Affairs and get the appropriate conclusion. This conclusion contains information about the authenticity of car identification numbers and registration documents.

Next, the owner of the vehicle receives a pre-registration ticket to the service center of the Ministry of Internal Affairs. It can be obtained in a convenient way: in the terminal located in the premises of our institution or by forming a ticket online through the E-RECORD functionality on the website of the Main Service Center of the Ministry of Internal Affairs.

To receive the service, you must submit the following documents to the administrator of the service center of the Ministry of Internal Affairs:

  • passport of a citizen of Ukraine with a mark on the place of registration (can be provided in electronic form in the Diya application) or a residence permit;
  • taxpayer identification number;
  • notarized power of attorney (in case of application by an authorized person on behalf of the owner);
  • a document confirming the legality of the purchase, receipt, import, customs clearance of the vehicle (cargo and customs declaration, certificate of the right of registration, and in case of purchase of a car from a trading organization — a contract of sale);
  • registration or equivalent document of a foreign state;
  • a document on the compliance of the vehicle design with the established requirements for road safety (certificate of conformity);
  • conclusion on the expert examination of the vehicle.

After registration of the vehicle, the owner or his authorized person receives a license plate and a certificate of registration of the car in Ukraine.

Please note that at the first registration of a car, a fee for compulsory state pension insurance is paid. It depends on the cost of the passenger vehicle, which is indicated in the customs declaration.

In 2023, the fee for compulsory state pension insurance at the first state registration of a passenger vehicle is:

— does not exceed or equal to 442 860 UAH — 3% is paid;

— more than 442 860 UAH, but not exceeding or equal to 778 360 UAH — 4% is paid;

— more than UAH 778,360 — 5% is paid.
