Results of the first week of the pilot project on transparent exams in 4 regions
In Lviv, Kiev, Vinnytsia and Odessa regions, a pilot project is underway to ensure transparent conditions for passing exams in service centers of the Ministry of Internal Affairs. There are now more surveillance cameras in the theory preparation classes and the cars of the service centers of the Ministry of Internal Affairs for practice, respectively, the examination processes are easy to monitor and challenge the results if necessary.
From June 1 to 7, inclusive, in these 4 areas, 2,524 times the candidates for the driver passed the theoretical exams and 2,652 times the examiners took the practical exams. These statistics take into account all categories of vehicles.
The success rate of passing the theoretical exam from the first time is 23%. The success rate of passing the practical exam from the first time is 36%.
As for the most popular vehicles — category B — passenger cars, most of the candidates for the driver chose the vehicle of the educational institution for the exam, and not the vehicle of the service center of the Ministry of Internal Affairs. It should be noted that the approximate cost of passing the exam on the vehicle of the service center of the Ministry of Internal Affairs is 13 UAH, and the cost of renting a car of an educational institution depends on the terms of the contract between the candidate as a driver and the educational institution where he was trained.
A noticeable change for candidates for driving was that in these 4 areas it is already possible to issue a pre-registration ticket for a practical exam using the E-RECORD functionality online. That is, the number of visits to the service center of the Ministry of Internal Affairs can be reduced from 2 to 1. In all other areas, in order to take the pre-registration ticket for the practical exam, for now it is necessary to visit directly to the premises and issue a pass for the practical exam in the terminal.
During the first week, as it is possible to apply for a pre-registration ticket online, the pattern follows that most of the candidates in the driver choose a convenient format for the practical exam and do so via smartphone or computer. 2,486 driver candidates issued their pre-registration vouchers for the practical exam in the service center of the MVI Through the website, and 1,871 people chose the method of issuing a pre-registration ticket in the terminal directly in the building of the service center of the Ministry of Internal Affairs.
