Register of weapons and documents abroad: a number of resolutions developed by the Ministry of Internal Affairs were adopted at the meeting of the Cabinet of Ministers
At the meeting of the Government adopted the draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Procedure for Implementation of an Experimental Project on Registration of a Passport of a Citizen of Ukraine and a Passport of a Citizen of Ukraine for Traveling Abroad to Citizens of Ukraine who are outside Ukraine, Registration, Exchange to Foreigners and Persons without citizens permanently residing in Ukraine, permanent residence permits during their stay outside Ukraine”.
The purpose of the draft resolution is to provide the possibility of acceptance of documents abroad by the State Enterprise “Document” and the formation of declarations-questionnaires (including obtaining biometric data) for the person to issue a passport of a citizen of Ukraine for the first time after reaching the age of 18, including without submitting documents with a photo image of the person and normative settlement of conducting abroad the procedure for establishing a person in videoconference mode with the participation of the applicant and members of his family or a close person.
In addition, the draft resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Licensing Conditions for the Conduct of Economic Activities for the Production and Repair of Non-Military Firearms and Ammunition for It, Cold Weapons, Pneumatic Weapons Caliber Over 4.5 Millimeters and Bullet Flight Speed More Than 4.5 Millimeters and Bullet Flight Speed Over” was adopted 100 meters per second, trade in non-military firearms and their ammunition, cold weapons, pneumatic weapons of caliber over 4.5 millimeters and bullet flight speed of more than 100 meters per second; production of special means charged with substances of tear and irritant action, personal protection, active defense and their sale”.
The Ministry of Internal Affairs of Ukraine has developed a draft resolution of the Cabinet of Ministers of Ukraine, which is aimed at ensuring the maintenance of the Unified State Register of Weapons.
The adoption of this project will speed up the digitization process and improve the transparency of the paperwork process for weapons, ammunition and special equipment.
The document proposes:
- provide an opportunity for individuals, regardless of their place of residence, to submit documents for obtaining permission to purchase weapons, ammunition for it, special equipment through business entities that have a license to carry out economic activities related to the trade in non-military firearms and ammunition for it, cold, pneumatic weapons and special equipment means;
- enable business entities to use the Single Weapon Register, which is one of the elements of the functional subsystems of the Unified Information System of the Ministry of Internal Affairs, in particular for scanning and entering into the functional subsystem “Unified Register of Weapons” documents received from the applicant in paper form, as well as to send documents submitted in electronic form through the ERZ;
- provide an opportunity for business entities to enter in the Unified Register of Weapons (instead exclude the maintenance of accounting books by business entities) all manufactured, purchased weapons, ammunition for it, gas pistols, revolvers, devices of domestic production, adapted for firing cartridges, equipped rubber bullets of non-lethal action, and cartridges for them.
