Reforming the civil security sector in Ukraine: police took part in the KMES program “Digital Detective”

On April 18, cyberpolice officers and employees of the Criminal Analysis Department of the National Police received equipment and software as part of the Digital Detective program.

The event, organized by the KMES, was attended by employees of the National Police of Ukraine, the ARMA, the National Anti-Corruption Bureau of Ukraine, the National Academy of Internal Affairs, the Odessa University of Internal Affairs and the State Research Institute of the Ministry of Internal Affairs of Ukraine. The participants discussed the reform of the civil security sector in Ukraine and cooperation in the conditions of martial law.

“Employees of the Cyber Police Department on an ongoing basis use the knowledge and skills gained in the Digital Detective program. In particular, algorithms for the identification of war criminals have been implemented: servicemen of the Russian Federation who took part in military actions on the territory of Ukraine were identified, followed by the structuring of information in the form of a dossier, which is an important stage in the investigation of crimes and bringing the perpetrators to justice”, - said the head of the cyber police Yuriy Vychodets.

Also, police officers successfully completed courses on CompTIA and OffSec platforms, gaining new knowledge in the field of OSINT (search for open source data), programming and digital forensics and security. This experience is implemented in the system of training specialists and analytical units of the National Police.

“One of the priorities of the service, the function assigned to the Department of Criminal Analysis, is the conduct of police activities guided by analytics and the implementation of the SOCTA project, a key strategic and analytical document dedicated to the fight against crime, which was developed by Europol. I want to thank our specialists for the technical assistance, trainings, training,” said the head of the Criminal Analysis Department of the National Police of Ukraine Roman Butko.

The Chairman of ARMA Olena Duma expressed gratitude to the ECSC for the significant contribution to the development of the anti-corruption bodies of Ukraine.

“The software products, training and opportunities provided by you, in particular to ARMA, are invaluable in asset detection and search. I am sure that thanks to your help, we will be able to improve the work of the Agency even more effectively in the field of anti-corruption and digital investigations,” said Olena Duma.
