Psychological rehabilitation of the Defenders and their families during the martial and postwar conditions will be carried out according to a new mechanism
At the next meeting, the Cabinet of Ministers of Ukraine amended the procedures concerning the provision of psychological rehabilitation to veterans and members of their families, injured participants of the Revolution of Dignity and families of the deceased Defenders of Ukraine.
The resolution, which was worked on by specialists of the Ministry of Veterans Affairs of Ukraine, provides for a qualitatively new mechanism for organizing psychological rehabilitation that meets modern requirements.
As explained by the Ministry of Veterans, today health care facilities that provide medical assistance to wounded/injured combatants, as well as family members of war veterans and families of deceased Defenders and Defenders of Ukraine, must at the same time provide their patients with qualified psychological assistance, which is currently not provided for by the Medical Guarantee Program. The adopted resolution will expand the possibilities of specialists in the field of mental health, as it will allow creating multidisciplinary teams of specialists in medical institutions, which, on the basis of case management, will provide high-quality psychological rehabilitation services. The team will include specialists of medical and non-medical profile who, in cooperation with the patient's attending physician, will develop and implement a rehabilitation program in accordance with the individual needs of the recipient of services.
This approach, noted by the Ministry of Veterans, fully meets the modern requirements for the organization of the rehabilitation process.
In addition, according to the decree, psychological services are to be provided on the basis of a set of measures with scientifically proven effectiveness and expediency in accordance with international scientifically based protocols. And not only patients of the hospital, but also people undergoing rehabilitation on an outpatient or remote basis have the right to receive help. The basis for the provision of services is the referral of a doctor or the personal appeal of a person who needs psychological help.
The Ministry will conclude reimbursement agreements with entities that are included in the Register of Providers of Psychological Rehabilitation Services for Veterans and their Family Members. Currently, the new mechanism should work as a pilot project in hospitals for war veterans. In the future, this practice can be spread by medical institutions throughout Ukraine.
“In the Government Recovery Plan of Ukraine, considerable attention is paid to the revival of human potential after the victory. After all, the whole country has become Defenders and Defenders from Russian occupiers,” said Minister of Veterans Affairs of Ukraine Yulia Laputina. “Building a new system of psychological rehabilitation of both those who participated in hostilities and civilians is one of the main priorities of the Ministry of Veterans and the Government. Together with the Ministry of Health, we are working to implement a new approach to the psychological rehabilitation of our Warriors and their families according to all the standards that exist in the leading countries of the world. The changes adopted by the Government today bring us closer to creating a new effective system of psychological rehabilitation.”
It should be noted that for the period of martial law on the territory of Ukraine, as well as for three months after its termination or abolition, in addition to the participants of the ATO/PLO, the injured participants of the Revolution of Dignity, members of their families, the families of the deceased (deceased) Defenders, services for state funds will also be provided to representatives of the security structures and other legal formations that participate in the defense and defense of the state from the military aggression of the Russian Federation against Ukraine, but do not yet have the status of a war veteran.
