Transparent conditions for passing exams for future drivers: specialists of the service centers of the Ministry of Internal Affairs met with the police
Employees of the Main Service Center of the Ministry of Internal Affairs together with representatives of the National Police of Ukraine during the meeting discussed issues of ensuring the most transparent conditions for passing exams in service centers of the Ministry of Internal Affairs.
The main attention was paid to the creation of a mechanism for examining and proving violations by both the examiner of the service center of the Ministry of Internal Affairs during the theoretical and practical exam, and the instructor of the educational institution.
So, the following actions are considered a violation by the examiner of the service center of the Ministry of Internal Affairs during the theoretical and practical exam:
- the examiner did not stop the theoretical exam if, for example, the candidate in the driver wrote off the answers, or was prompted by an outsider;
- when passing the practical exam, the examiner did not take into account the candidate's error in the driver, which was recorded on video surveillance;
- any physical intervention in driving a vehicle. (For example, the examiner slowed down or switched the gearbox instead of the driver candidate)
During the meeting, attention was also paid to the work of educational institutions during the examination activities. In particular, the likely intervention of representatives of driving schools involved in the training of future drivers. In accordance with the current legislation, violations by educational institutions are:
- the driving school admitted to practical training a person who has not yet passed the theoretical exam in the service center of the Ministry of Internal Affairs;
- practical training of candidates for driving is carried out by an instructor who does not have a certificate of a specialist in training drivers of vehicles or is deprived of the right to drive;
- practical training of drivers takes place on a vehicle that is not equipped in accordance with the requirements. (For example, the car has no “Training” sign, no additional clutch or brake pedals, and rear-view mirrors for the instructor)
Verification of such requirements for vehicles of driving schools on the roads is within the competence of the patrol police of Ukraine.
In order to exclude any interference with exams, the service centers of the Ministry of Internal Affairs carry out the most transparent examination activities. Classes for theoretical exams are equipped with video fixation cameras with sound. Also, video cameras are installed in every car in which practical driving skills are tested. Therefore, the entire process of passing the theoretical and practical exam is recorded on the camera and checked for a possible violation.
For such actions, both on the part of the examiner of the service center of the Ministry of Internal Affairs, and the instructor of the educational institution, administrative responsibility is assumed.
If the violation was committed by a representative of the driving school, a fine in the amount of 500 to 800 non-taxable minimum incomes of citizens may be imposed. Currently, it is from 8500 to 13600 hryvnias.
If an employee of the territorial service center of the Ministry of Internal Affairs - a fine of 1 to 2 thousand non-taxable minimum incomes of citizens. Currently, it is from 17000 to 34000 hryvnia.
