From now on you can sell cars together with state registration plates
During the re-registration of vehicles in connection with the change of their owners, you can leave the existing license plates attached to the vehicles. The relevant changes were approved by the Cabinet of Ministers of Ukraine in Resolution No. 454 of May 02, 2023.
Now, when concluding a contract of sale and re-registration of a vehicle in the service center of the Ministry of Internal Affairs, it is possible to transfer license plates from the previous owner free of charge to the new owner, except for license plates with a corresponding combination of numbers and individual license plates.
And license plates with the appropriate combination of numbers - paid license plates of state registration - can be transferred only if their cost is paid. That is, in the case of re-registration of the vehicles for which they are assigned, due to the change of their owners, when the buyer expresses a desire to receive the same paid license plates, he will need to pay their cost to the service center of the Ministry of Internal Affairs.
In addition to the transfer of such a license plate between relatives - to another spouse, parents, children - to those with whom you can confirm the connection with a document. If license plates with a specified combination of numbers remain for the car that passes to relatives, you will not be required to pay for them again.
In particular, such changes are made so that in the future, when concluding a contract of sale independently through the application “Diya” or through the Driver's Electronic Cabinet, there is an option to buy a car with a state registration number.
