Appropriated 7.5 million hryvnias allocated for the construction of family medicine outpatient clinics: law enforcement officers handed over case materials to court
Law enforcement officers have exposed an organized criminal group in the Odessa region. It consisted of officials of the Department of Capital Construction of the Odessa Regional State Administration and a limited liability company registered in Kyiv. It specializes in the construction of residential and non-residential buildings.
The attackers secured the winnings in open tenders for the purchase by the local state executive of the work on the construction of general practice outpatient clinics. After that, contracts were concluded between the Capital Construction Authority and the construction company, received an advance payment and created the visibility of the fulfillment of the commitments undertaken. Instead, in the accounting construction documentation, they entered information with inflated volumes of construction work performed in order to improperly settle advance payments and to transfer budget funds to the accounts of the construction company for work that was not actually performed.
In the period from May to December 2021, they seized budget funds totaling more than 7 500 000 hryvnias. They were allocated for the construction of outpatient clinics in Izmail, Podolsk and Odessa districts. In addition, they legalized the proceeds obtained through crime, in particular through the purchase of premium cars.
The offenders were charged with organizing the seizure of other people's property in particularly large sizes, organizing the preparation of knowingly false official documents and organizing the disposal of property obtained by criminal means. They face up to 12 years with deprivation of the right to hold certain positions or engage in certain activities for a period of up to three years and with confiscation of property.
The indictments against five people are referred to the court. Another member of the group is wanted. The maximum punishment that offenders face, in accordance with the sanctions of these articles, is imprisonment for up to twelve years with deprivation of the right to hold certain positions or engage in certain activities for up to three years and with confiscation of property.
The property was seized. The decision to confiscate it and return it to the state will be made by the court.
