Ukrzaliznytsia appropriated 17 million hryvnias: exhibitors face 12 years in prison
Among the defendants are two chief engineers, an engineer-technologist and the deputy director of the regional branch of “Ukrzaliznytsia”. In 2019-2020, they organized a scheme to steal funds from Ukrzaliznytsia, which they allocated for the repair of a high-speed train from Kiev to Boryspil airport.
According to the investigation, the defendants lobbied at open auctions for the services of a commercial structure, with whose representatives they colluded. In accordance with the concluded agreements, the contractor had to carry out major repairs of rail buses, but instead of new equipment, old spare parts of unsuitable quality were used at prices above market prices.
Despite this, the officials of “Ukrzaliznytsia” signed the acts of the work performed and transferred the payment for them to a private company. The difference in the amount of UAH 17,284,000 was divided between all participants of the scheme, and the money was spent on the purchase of luxury cars and real estate.
Investigators of the National Police of Ukraine under the operational support of the Department of Strategic Investigations completed the pre-trial investigation against four members of this organized group and sent to the court an act on charges of appropriation, misappropriation of property or possession of it by abuse of official position (Part 5 of Art. 191), official forgery (part 2 of Article 366) and legalization of property obtained by criminal means (Part 1 of Art. 209) of the Criminal Code of Ukraine.
The defendants face up to twelve years in prison and the right to occupy certain positions with the confiscation of property.
Exposure measures were carried out jointly with the security service “Ukrzaliznytsia” under the procedural guidance of the Office of the Prosecutor General.
