In accordance with the order of the leadership of the Department of Peacekeeping Operations of the United Nations Secretariat, the representative of the national staff of the Ministry of Internal Affairs Lieutenant Colonel Karkach Roman Petrovych, in the framework of his official duties as Advisor on Reform of the Department of Peacekeeping Operations of the UN Secretariat, in the period from 02 to 31 On August 2022, he was on a business mission as part of the United Nations International Peace and Security Operation in the Central African Republic (UN Mission to the CIS, MINUSCA).

The purpose of the mission is to provide practical assistance to the police component of the UN Mission in the CAR in the development of guidance on monitoring, mentoring and advising national internal security forces in the framework of the implementation of strategic plans for their reform and institutional development.

During the trip to the Central African Republic, meetings were held with senior leadership and commanders of various units of the UN Mission, heads of the National Police and National Gendarmerie of the country, as well as assessment visits were made to police and military peacekeeping units of the Mission and national law enforcement agencies of the country, in particular in the police unit for combating organized crime, the rapid response unit for cases of violence against women and children, as well as the district police commissariats and brigades of the gendarmes of the city. Based on the results of the mission, a draft guidance was prepared for the police component of the Mission for monitoring, mentoring and advising the CAC's internal security forces, as well as practical recommendations on its implementation.

Lieutenant Colonel Karkach R. P. in January 2021, after successful selection among a large number of candidates from UN member countries, was selected and approved by the UN Secretariat to the position of “Reform Adviser” in the Reserve Police Unit based at the Global Logistics Centre Polis Office of the Department of Peacekeeping Operations of the UN Secretariat in the city. The reserve police unit consists of the director's office and the departments of administrative support, professional training and institutional development and reforms.

The unit consists of 29 police and civilian officials from 18 countries (Belgium, Burkina Faso, Ghana, Egypt, Zimbabwe, India, Spain, Italy, China, Nepal, Pakistan, Russia, USA, Tunisia, Uganda, Ukraine, France, Sweden).

The main function of the Reserve Police Unit includes:

• providing support for the initial deployment of UN police in new peacekeeping operations or special political missions, in particular by conducting a strategic assessment of the security, structure and effectiveness of local law enforcement agencies in the country of deployment, development of guidance documents, strategic and operational plans for the UN police in the new mission, and by providing direct leadership of the UN police component in the newly created mission in the initial period;

• providing advisory support to the police components of the UN police in active peacekeeping operations or special political missions in accordance with their official address on a wide range of law enforcement related issues in accordance with international standards;

• providing advisory support to other UN Secretariat structural units, agencies, funds and programmes that are part of the UN system, as well as other regional and international organisations on issues related to the activities of the UN police in peacekeeping operations and in general to international law enforcement standards.

Prior acquired peacekeeping experience and professional training received by an officer during service in the National Guard of Ukraine have been repeatedly noted by the leadership of the UN Secretariat.
